The USMC Regional Contracting Office (RCO), MCI-West is conducting market research to identify qualified businesses capable of providing Watchstander Services. These are non-personal services to support the MCI-West G-3/5 Operations Directorate, focusing on continuity and command and control (C2) for "all-threats/all-hazards" incidents. Services will be performed on-site at MCBCPEN, CA.

This Sources Sought will help determine the procurement method (in accordance with FAR Part 12) and acquisition strategy (e.g., set-aside vs. full and open). The government is interested in all potential sources, including small businesses (Small Business, Small Disadvantaged Business, 8(a), SDVOSB, HUBZone, WOSB, EDWOSB).

• Relevant/Recent Experience: Experience providing watchstander and operational services for a 24/7 command and control, emergency management, or similar operational center for a government agency or private entity within the last five years. Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the requirements for providing 24/7 watch functions to support the Regional Defense Operations Center (RDOC) for Marine Corps Installations-West (MCIWEST-MCB Camp Pendleton). The goal is to provide continuity and support for command and control (C2), enabling monitoring, collection, management, communication, and dissemination of information for situational awareness, incident resourcing, staff coordination, alert notifications, and operational planning.

• Assist MCIWEST-MCB Camp Pendleton in providing standardized Installation Protection across the region, responding to "all-threats / all-hazards" scenarios from preparation through recovery.

• Support C2 decision processes and communicate information to multi-service, multi-agency nodes.

• Enhance operational readiness, C2, and security for MCIWEST-MCB Camp Pendleton and subordinate installations.

• Execute a comprehensive, integrated, all-threats/all-hazards operations management process.

• Provide direct/facilitate/coordinate operations support, including resource management.

• Receive and process operational information into situational awareness reports.

• Provide operational all-hazards warnings.

• Coordinate with core Installation Protection capabilities (Fire and Emergency Services, Anti-Terrorism, Emergency Management, Law Enforcement and Security, Physical Security, CBRNE).

• Support administration and execution of security guidelines for classified material within the RDOC.

• Support operational planning processes, including Orders, policy, and directives writing.

• Provide support services to execute the Installation Protection Program through the RDOC.

• Situational Awareness Support (SAS) requires 24/7 monitoring, collection, and sharing of information and knowledge management.

• Deliverables include Monthly Progress Reports, Transition Plan Task Orders, Travel Documentation, Deliverable Schedule, CCIR and SER, and Daily Summary Reports, all with zero deficiencies in submission time and accuracy.

• Period of Performance: XX XXX 2026 through XX XXX 2027, with four (4) additional twelve (12) month options, with an ultimate completion date of XX XXX 2032.

• Place of Performance: Regional Operations Center, Bldg. 1164, Marine Corps Base Camp Pendleton, CA 92055.

• Hours of Operation: Contract personnel required to work 24/7, including holidays.

• Work will range from unclassified to TS/SCI levels.

• Contractor personnel must be U.S. Citizens and obtain/retain a security clearance.

• Personnel qualifications include a Bachelor's Degree, 10 years military experience (TS/SCI required), knowledge of DOD Title 10, USMC/DoD organization, and relevant experience in operations management and incident command systems.

• The Government will furnish workspaces, desk space, telephones, and computers.

• Defense Biometric Identification System (DBIDS) is used for unescorted access.

• Travel reimbursement will adhere to Federal Travel Regulations (FTR), Joint Travel Regulations (JTR), and Department of State Standardized Regulations (DSSR).
