Purpose & Scope of Work
This Sources Sought is for market research to determine the acquisition strategy and identify potential sources, including all small business categories (Small Business, SDB, 8(a), SDVOSB, HUBZone, WOSB, EDWOSB). The requirement is for 24/7 watch functions at the Regional Defense Operations Center (RDOC) for MCIWEST-MCB Camp Pendleton. Key responsibilities include:
- Providing continuity and support for C2.
- Monitoring, collecting, managing, communicating, and disseminating information using knowledge management systems.
- Supporting situational awareness, incident resourcing, staff coordination, alert notifications, and operational planning.

Submission Requirements & Qualifications
Interested businesses must submit a capabilities statement detailing their ability to perform all aspects of the notice. The statement should include:

- Relevant/Recent Experience: Experience providing watchstander and operational services for a 24/7 command and control, emergency management, or similar operational center for a government agency or private entity within the last five years. - Personnel Qualifications (from DRAFT PWS): Contractor personnel must be U.S. Citizens, obtain/retain a security clearance (work ranges from unclassified to TS/SCI). Required qualifications include a Bachelor's Degree, 10 years military experience (TS/SCI required), knowledge of DOD Title 10, USMC/DoD organization, and relevant experience in operations management and incident command systems.
