Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the assembly, delivery, and setup of a new Waterjet Machine at Ellsworth Air Force Base.

• Machine Assembly & Setup: A factory technician will assemble the waterjet machine on-site. The contractor is responsible for connecting the new unit to existing air, electrical (440-480VAC 3-Phase and 110VAC), and water utilities, and ensuring proper drainage.

• Delivery: The machine will be delivered to BLDG 7520 RM 171.

• Site Restoration: The contractor must protect government and non-government property and personnel, and restore any damaged areas to their original condition.

• Equipment Provision: The contractor must provide all necessary equipment and storage media, as the government will only provide utilities and workspace.

• Safety & Health: Strict adherence to OSHA requirements (29 CFR 1910, 29 CFR 1926) and relevant national standards, military manuals, and the Corps of Engineers Safety Manual is required. This includes measures for holes/pits/trenches, hazardous materials (requiring HAZMART approval via AF Form 3952), and general environmental compliance. The contractor must indemnify the government for non-compliance fines.

• Security: The contractor is responsible for safeguarding government property and controlled forms. This includes ensuring employees have required passes and identification, vehicles are marked and properly registered/insured, and all personnel possess valid driver's licenses. Flight line access will be provided with escort services.

• Pandemic Response: All personnel must follow base-established pandemic response policies.

• Machine Requirements: The document details specific technical requirements for the waterjet machine, including:

  • System must be new.
  • Power: 110v to 440-480VAC 3 phase 60 Hz.
  • Controller: WIN10 64 Bit operating system.
  • X-Y cutting envelope: Minimum 100" X 55".
  • Z-Axis travel: Minimum 8".
  • Positional accuracy: +/- 0.0010".
  • Repeatability: +/- 0.0010".
  • Travel speed: Minimum 180 in/min.
  • Pump system: Minimum 30 hp direct drive, capable of 60,000 PSI with a 0.012" nozzle and 0.67 GPM.
  • Water level control: Minimum 3" adjustment for quiet/clean submerged cutting (below 80 dBA).
  • Abrasive Delivery System: Minimum 600lb bulk system.
  • Plumbing: Rigid scissor-style hard plumbing.
  • Solids removal system: Programmable.
  • Laser Locating Device for visual reference.
  • Compact video camera with integrated controller software for precise location.
  • Ethernet capability.

• Abrasive Supply: Provide initial 2200 lbs. of garnet abrasive.

• Software: 12 seats of standalone controller software for facility PCs.

• Training: 4 days of on-site training for up to 5 students covering programming, operation, maintenance, and 1st pump rebuild.

• Delivery Condition: Shipped as a completely pre-assembled and factory-tested system.

• Delivery Location: BLDG 7520 RM 171.

• Hours of Operation: Normal duty hours, Monday-Friday, 0730-1630. Work outside these hours may be required with advance notification. Contractor-initiated changes require one week's notice.

• Non-Working Days: Air Force Global Strike Command (AFGSC) down days, weekends, and federal holidays.

• Government Provided: Utilities and workspace.

• Contractor Provided: All equipment, storage media, toilet facilities (if needed, must be maintained), hazardous material approval, security measures, vehicle marking, and initial abrasive supply.

• Security: Base access procedures, vehicle requirements, and driver compliance with base policy are critical.

• Hazardous Materials: Strict adherence to HAZMART approval process for any hazardous materials.

• Pandemic Response: Compliance with base policies is mandatory.
