Purpose & Scope
GSA seeks to procure services for the development of comprehensive Water Management Plans (WMPs) to manage building water systems, maintain water safety, and prevent stagnation-related issues. The WMPs must meet the minimum legionellosis risk management requirements outlined in ASHRAE Standard 188 and Guideline 12. Key activities include monitoring, testing, and maintenance of water systems, such as testing chlorine levels and temperature at point-of-use outlets, cleaning and changing aerators and showerheads, and validation testing of equipment. Remedial actions like flushing are not considered routine water safety tasks. The WMP must also adhere to GSA Order PBS 1000.7B, AIHA Recognition, Evaluation, and Control of Legionella in Building Water Systems, and CDC guidance.
Submission Requirements
Respondents must submit their information via email to kalish.poole@gsa.gov and diana.weiss@gsa.gov by 4:00 PM EST on May 11, 2026. Submissions should include a cover sheet with company details and numerical responses to the RFI questionnaire. The questionnaire asks for:
- Experience developing ASHRAE Standard 188 2021 compliant WMPs.
