• Glycol Management: Adding glycol to closed-loop systems and providing necessary materials.
• Performance Standards: Adherence to specific response times (e.g., 30 min phone, 24 hr emergency on-site), monthly testing, and timely reporting.
• Special Requirements: Includes HAZMAT compliance, personnel qualifications (5 years HVAC water treatment experience, chemical engineer on staff), on-site testing and analysis, security protocols, and AT Awareness Level I training.

Submission & Evaluation

• Submission Requirements: Quotes must be submitted in three volumes:
  • Volume I Price: Using Attachment 2-Quote Schedule.
  • Volume II Technical: Detailed technical approach, staffing plan, Quality Control Plan (QCP), and Mission Essential Plan.
  • Volume III Past Performance: Information for each past performance reference.
• Evaluation: Award will be based on a Lowest Price Technically Acceptable (LPTA) source selection process.
  • Technical: Evaluated as "Acceptable" or "Unacceptable" across subfactors: Technical Approach, Staffing & Transition, Quality Control, and Mission Essential Plan.
  • Past Performance: Assessed for recency (within last 5 years, minimum 6 months duration) and relevancy. A neutral rating is acceptable.
  • The Government intends to award without discussions.
• SAM Registration: Offerors must have current registration in SAM prior to submitting a quote.
• Quote Acceptance: Prices must be held firm through November 01, 2026.
