Scope of Sale

Terms & Conditions
This is an "All or Nothing" sale. The successful contractor must pay the entire sale price via pay.gov within 5 days of receiving an invoice and prior to scrap removal. If the actual weight differs from the estimate, the Government will issue a credit or additional invoice. The Watervliet Arsenal will oversee and assist with loading the Steel Turnings into the contractor's roll-off dumpsters, which are required to have a lid/cover. The contractor is responsible for weighing the truck upon arrival and departure and safely securing the scrap. Failure to pay or remove the scrap as per terms will result in default fees and potential barring from future Government sales. The bid deposit requirement is waived for this sale.

Proposals must be submitted per pound using SF 114A-C (see attached) and are due electronically to Katja Fox (katja.fox.civ@army.mil) by 4:00 PM EST on Wednesday, February 4, 2026. Questions must be submitted to Katja Fox via email by 4:00 PM EST on Monday, February 2, 2026.
Additional Notes
The contractor is responsible for all freight costs and shipping losses. Pick-up/delivery hours at Watervliet Arsenal are Monday through Thursday, 7:30 AM to 3:00 PM EST, and staggered Fridays, 7:30 AM to 2:00 PM EST. Contractors should call the Property Disposal Specialist in advance for Friday pick-ups or during federal holiday weeks to confirm arsenal operating hours. Bidders are urged to inspect the property prior to submitting a bid.
