Description: TO COVER THE COST OF SAFETY SHOES AND OPPERATION OF THE BOOT SHOP, FOR AOD, NON-AOD AND BENET EMPLOYEES, FOR A ONE YEAR PERIOD IN ACCORDANCE WITH INCLUDED SCOPE OF WORK.

Specification: The vendor will be required to operate and staff an implant store, providing on-site shoe service support to the Watervliet Arsenal (WVA), located in Watervliet, NY, on a weekly basis.  The on-site shoe store must contain a level of stock of various sizes and quantities (estimated at 300-400 pairs) of mutually agreed upon styles so as the employees can be fitted and provided with the selected shoes that day.  If a special order is necessary, due to size, width or other factors, the vendor will ship the shoes to Watervliet Arsenal within seven (7) days.  An e-mail notification will be provided to the WVA points of contact (POC’s) identified in the solicitation and subsequent award.

The average estimate of shoes is between 60 – 80 pairs per month.  The on-site shoe store service with vendor employee is required weekly, on Monday for approximately 3 – 3-1/2 hours per visit.  The Government may reschedule the date of service by providing advance notice to the contractor within five (5) days of required date.

The Watervliet Arsenal primarily issues brown or black boots/shoes.

Styles will be identified elsewhere in the solicitation.  The pricing and styles will be incorporated in any subsequent contract.

Each vendor must submit a price quote for the styles of safety shoes identified in the solicitation, brand name or equal (see FAR 52.211-6).  The items and quantities are to be used for evaluation purposes only.  The quantities, brands and styles of safety shoes available for purchase are not limited to those cited as some of these styles may become obsolete during the contract period and would need to be replaced by different styles.  The quantities, brands and styles are included for pricing evaluation purposes only.  It is anticipated and desired that offerors will offer a variety of brands and styles at a range of prices. There are no minimum or maximum pairs of footwear guaranteed under this solicitation.

This solicitation will be issued electronically, therefore hardcopies will not be provided.  Upon release of the solicitation, it will be available on the SAM website at https://www.sam.gov and will be listed under Army Contracting Command ACC-Watervliet Arsenal (ACC- WVA).  CAUTION:  This solicitation will be issued electronically as will any amendments thereto.  Because of this, the Government is under no obligation and is in fact unable to maintain a bidder’s mailing list.  It is therefore incumbent upon any interested parties to periodically access the above Internet address in order to obtain any amendments that may be issued.  Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of offers may render your offer nonresponsive and result in the rejection of same.
