The selected contractor will provide a qualified Superintendent responsible for the overall supervision, operations management, and direct responsibility for BARC's six Water Wells, Raw Water System, Water Treatment Plant (WTP), and Water Distribution System (WDS). Key responsibilities include:

  • Ensuring full compliance with Maryland Department of the Environment (MDE) regulations and permits, including reporting and sample collection.
  • Overseeing all aspects of system operations, preventive, proactive, and corrective maintenance.
  • Serving as a mentor and technical advisor to BARC operators.
  • Coordinating with BARC's Compliance Officer, Utilities Management Unit Manager, and Contracting Officer Representative.

Submission Requirements & Evaluation

Offerors must submit a Firm Fixed Price quotation, Unique Entity ID (UEI), Past Performance references (2-3 recent projects, at least two as prime, see Attachment 3), and a Capability Statement/technical documentation demonstrating the ability to meet all Statement of Work performance elements. A comprehensive Quality Control (QC) Plan is also required.

  • Technical Qualifications: Contractor must have a minimum of 7 years in similar water system contracts. The proposed Superintendent must have a minimum of 5 years as a licensed superintendent and 7 years of experience.
  • Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on:
    • I – Contractor’s Technical Qualifications (most important, includes company and Superintendent experience).
    • II – Contractor’s Past Performance (similar projects, federal experience weighted higher).
    • III – Price (less important than technical, but can be controlling).
  • Wage Determination: Bidders must adhere to the Service Contract Act wage determination (BARC 2015-4281 Rev. 34), which specifies minimum wage rates and fringe benefits for various occupations.
