Scope of Work
This requirement is for non-personal services providing full-service maintenance and troubleshooting for four (4) specified Nucleic Acid Analyzers. The contractor will be responsible for:
- Furnishing all necessary parts (OEM only), labor, equipment, materials, travel, and transportation.
- Performing scheduled and unscheduled maintenance, including repairs to meet manufacturer specifications.
- Ensuring technicians are certified or qualified as Original Equipment Manufacturer (OEM) technicians.
- Providing unlimited telephonic assistance and exchange requests.
Performance Standards
Key performance metrics include:
- Repairs completed and units operational within three (3) working days of telephonic malfunction notification.
- Telephonic response within four (4) hours during normal duty hours and six (6) hours after normal duty hours/weekends/holidays.
- Replacement of worn/defective parts to restore equipment to 100% operational condition within thirty (30) days of award.
- Submission of a Quality Control Plan (QCP) within ten (10) days of award.
- Annual Service Contract Report (SCR) submission via SAM.gov.
- Acceptable Quality Levels (AQLs) allowing no more than 5 deficiencies per month for most objectives.
Period & Place of Performance
- Place: William Beaumont Army Medical Center, Fort Bliss, TX 79906.
- Hours: Monday-Friday, 07:30 A.M. - 04:30 P.M. MST, excluding US Holidays.
Special Requirements
- Contractor must develop and maintain a Quality Control Plan (QCP).
- Personnel must complete Anti-Terrorism (AT) Level I Training, iWATCH Training, and PII Training.
- Contractor personnel require security clearances and must comply with installation access procedures.
- All repair parts must be OEM.
- Contractor is responsible for shipping costs for replacement parts, calibration, and emergency repairs.
