Sources Sought Notice

This notice is a follow-up to a previous Sources Sought Notice (ID: N00167-25-RFPREQ-CD-66-0014, Weapons Effects) published on April 16, 2025. It is not a Request for Proposal (RFP). The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking information from industry regarding a requirement for contractor support to provide scientific and technical services related to underwater explosions (UNDEX) and air explosions (AIREX) analysis for undersea and surface vessels, utilizing specialized software codes. The government intends to award a single Cost-Plus-Fixed Fee (CPFF) contract with a potential five-year period of performance.

• Scientific and technical services for UNDEX and AIREX analysis.

• Utilization of specialized software codes.

• Interested parties who previously responded do not need to resubmit but must reaffirm interest via email to the Points of Contact (POCs).

• If previously submitted documents have changed, resubmit with changes highlighted in red.

• A DRAFT Statement of Work (SOW) has been updated and attached.

• A Market Research Questionnaire and the DRAFT SOW are provided. Industry is asked to review, complete the questionnaire, and submit it along with questions related to the SOW.

• Responses will be used to determine capabilities, probability of participation by small/large businesses, and to make future decisions regarding the effort and small business set-aside determinations.

• Questions due: April 06, 2026, by 1200 ET.

• Answers to questions will be posted in SAM.gov by April 14, 2026, at 1400 ET.

• Completed questionnaires and capability statements due: April 21, 2026, by 1200 ET.

• Feedback is solicited from both large and small business concerns.

• Responses will be used to assess small business capabilities and set-aside determinations.

• This notice is for market research purposes only and does not constitute a commitment by the Government.

• The Government reserves the right to modify the draft SOW.

• Submitted information will be kept confidential and not disseminated to the public.

• The Government will not pay for information submitted.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for scientific and technical services to support the Naval Surface Warfare Center, Carderock Division (NSWCCD) in the Survivability and Weapons Effects Division. The primary goal is to develop and utilize specialized software codes for analyzing the response of US Navy platforms to underwater explosions (UNDEX) and air explosions (AIREX).

• Develop and utilize software codes for UNDEX and AIREX analysis.

• Aid in the selection of live fire events and support live fire test and evaluation programs.

• Simulate underwater shock environments (far field, near miss, contact, internally detonating) and nuclear underwater shock environments.

• Simulate air blast environments (far field) and nuclear air blast environments.

• Develop finite element and reduced order models for naval platforms, systems, and shock test machines.

• Conduct computational analyses of UNDEX, AIREX, and penetration mechanics.

• Support the evaluation of numerical models for accuracy and applicability to shock design and qualification processes.

• Provide support for shock qualification efforts for shipboard equipment.

• Support weapons effects testing and other Navy shock qualification testing and measurement efforts.

• Procure necessary equipment, materials, and information.

• Rigorous software development practices including version control, continuous integration, unit testing, regression testing, and code coverage assessments.

• Verification and validation (V&V) of numerical simulations.

• Deliverables include software products, technical reports, user manuals, training materials, and meeting minutes as defined by Contract Data Requirements List (CDRL).

• Primary place of performance is at the contractor's facilities.

• Period of Performance (PoP) is a base year with four, one-year option years.

• Compliance with NIST, DoD, DON, NAVSEA, and NSWCCD policies and regulations.

• Personnel must be part of the Cyber Workforce (CWF) and possess required certifications.

• Compliance with DFARS clause 252.239-7001.

• Security requirements include potential SECRET classification and adherence to DoD Standards of Conduct.

• Contractor personnel must identify themselves as such and display distinguishing badges.

• Adherence to policies regarding Portable Electronic Devices (PEDs).
