This document is a Justification and Approval for Other Than Full and Open Competition for a sole-source contract. The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), on behalf of the DHS Office of Intelligence and Analysis (I&A), Homeland Identities and Intelligence Center (HI2C), intends to procure a renewal of the Web of Science Core Collection and platform.

• Continued access to the Web of Science platform, including the Chinese Science citation Database plugin.

• This platform provides access to multiple databases for reference and citation data from academic journals, conference proceedings, and other academic disciplines.

• It is described as a critical research and analysis tool for identifying non-traditional collectors and threat actors, providing comprehensive information on foreign and US researchers' topics, affiliations, funding sources, and co-authors.

• The tool is essential for identifying relationships between entities and persons of concern exploiting the US visa system for non-traditional collection and technology transfer.

Statement of Work (SOW) / Performance Work Statement (PWS)

To purchase a 12-month subscription to Clarivate Analytics Web of Science Core Collection and its associated platform for the Department of Homeland Security (DHS), Intelligence and Analysis (I&A), Homeland Identities, Targeting, and Exploitation Center (HITEC).

• Provide a subscription to the Web of Science Core Collection and platform.

• Include the Science Citation Index Expanded, Social Science Citation Index, Conference Proceeding Citation Index, Korean Journal Database, and SciELO Citation Index.

• The subscription must support an unlimited number of users.

• The platform should offer exhaustive indexing of metadata and capture of cited references and citation connections.

• The platform must provide integrated search and discovery across multidisciplinary, subject-specific, and regionally focused citation indexes.

• Provide access to over 150 million records from approximately 34,000 journals, conferences, books, patents, and data repositories.

• Include the Chinese Database plug-in.

• Provide technical support and customer service for uninterrupted access.

• Period of Performance: May 1, 2026 – April 30, 2027 (12 months).

• Place of Performance: Nebraska Avenue Complex Building 19, Washington, DC 20018.

• Unlimited users.
