Solicitation / RFP / RFQ

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for weed control services at three Federal Aviation Administration (FAA) Chicago District facilities: Midway Areas Facilities, O'Hare Areas Facilities, and DuPage Area Facilities. The FAA reserves the right to add or remove facilities within the Chicago District.

• Provide "bare ground weed control" and rights-of-way spraying services during April and May.

• Utilize environmentally preferable products and services in accordance with the FAA Green Procurement Compilation (GPC).

• Control target species, defined as invasive and noxious weeds according to the Illinois Administrative Code, including specific listed plants like Marihuana, Giant Ragweed, Common Ragweed, Canada Thistle, Perennial Sowthistle, Musk Thistle, perennial members of the sorghum genus (johnsongrass), and Kudzu.

• Perform hand grubbing and pulling for individual weed plants, including roots, and bag them for offsite disposal to prevent seed spread.

• Develop and submit a work plan for Contracting Officer (CO) approval, including a progress schedule, emergency contact, and details on control measures for target and unwanted vegetation.

• Coordinate facility access with the COR and Government Representative, acknowledging potential delays due to Air Traffic Operations.

• Services must be performed during regular working hours (Monday-Friday, 7:00 AM - 3:30 PM), with potential for off-hours work upon COR approval.

• Work may be subject to stop-work orders due to wind velocity, low humidity, precipitation, emergency closures, or interference with facility operations.

• Nighttime application may be required at O'Hare Airport and must be coordinated.

• The Contractor must manage the total work effort, including planning, scheduling, report preparation, and quality control.

• Implement work control procedures to ensure timely accomplishment and track progress.

• Utilize only EPA-registered herbicides in strict compliance with label directions, with prior COR approval for selection, rates, and techniques.

• Use bio-based products designated Bio Preferred by the U.S. Department of Agriculture.

• Maintain records of herbicide usage and submit them to the COR monthly.

• Warrant the effectiveness of target species control for one year after project acceptance.

• Services are required during the months of April and May for spraying.

• Locations include various facilities within the Midway, O'Hare, and DuPage areas, both on and off airport property.

• All work must be under the supervision of a certified, responsible individual and comply with Illinois State and local laws for herbicide applicators.

• Submit Material Safety Data Sheets for hazardous chemicals.

• Safety is the Contractor's responsibility; procedures must safeguard the public and government personnel.

• Personnel must review and follow herbicide label recommendations.

• Mixing, loading, filling, and equipment cleaning must occur more than 200 feet from sensitive resources and require COR approval for sites.

• Sprayers must be turned off when no target vegetation is present.

• Contractor is responsible for cleanup of all tools, tanks, and equipment.

• Take precautions to avoid applying herbicide to desirable vegetation.

• Buffer strips may be designated to protect rare plants or water-influenced areas.

• COR approval is required for wastewater disposal sites.

• Utilities (water, hygiene facilities) will be furnished by the Government at no cost, but the Contractor must instruct employees on conservation practices.

• The successful bidder must be prepared to fully commence work on the contract start date without assuming Government or previous contractor employee assistance.
