This solicitation is for the procurement of various subsistence items, including dairy, bread, and eggs, for the Federal Bureau of Prisons (FBP) FDC SeaTac. The government is seeking to award a firm-fixed-price contract for these items.

• Submission Method: Quotes must be submitted in .pdf format via email to ekramer@bop.gov. No fax, hand-delivered, or mail-in quotes will be accepted.

• Quote Validity: Quotes must be good for 30 calendar days after close.

• Evaluation Factors: Offers will be evaluated based on Price (fair and reasonable), Past Performance, and Technical (Product Offered).

• Non-Responsive Quotes: Quotes may be considered non-responsive if they fail to include UEI number, SAM registration, meet menu specifications, or include shipping/freight charges.

• The acquisition is set aside for Small Business (100.00%).

• Delivery: Weekly, F.O.B. Destination, between 7:00 AM and 1:00 PM PST. No deliveries on weekends or holidays.

• Delivery Schedule: Deliveries are weekly on an agreed-upon day. The contractor will be contacted prior to each delivery. Deliveries falling on Federal Holidays will be rescheduled to the next workday.
• Delivery Hours: Monday through Friday, 7:00 a.m. to 1:00 p.m. No appointments are required.
• Delivery Requirements: Deliveries must be palletized unless otherwise agreed. Drivers must assist in unloading, as there is no loading dock. Drivers must push pallets to the edge for material handlers.
• Additional Requirements:
  • Items must comply with BOP Menu Specifications.
  • Non-frozen, perishable foods must be delivered between 34°F and 40°F.
  • All items will be closely inspected.
  • Conditionally received or unacceptable items must be picked up by the vendor within two weeks of notification.
• Invoicing:
  • Submit a single invoice for all delivered and accepted items to SET-BusinessOffice-S@bop.gov. Unreadable invoices will be rejected.
  • Payments will be made via Electronic Funds Transfer (EFT), not by purchase card.
  • Small business vendors must self-certify their small business status on all invoices.

• Award Basis: Award will be made to the responsible Quoter whose quote conforms to requirements and offers the best value.

• Evaluation Factors:

  • Price: Must be fair and reasonable.
  • Past Performance: Includes prior experience, similar performances, CPARS, and other relevant information.
  • Technical: In the form of the Product Offered (Brand or Manufacturer).

• Multiple Awards: Possible at the Government's discretion.

• Pricing: Prices rounded to the nearest 1/100 of a cent. Shipping/freight charges must be included in the unit price.

• Micro-Purchase Threshold: Quotes at or below $15,000.00 may be passed to the Food Service Department for purchase card use. Quoters must confirm ability to accept Government purchase card payments for these transactions.

• Non-Responsive Quotes: Will not be considered for award. Conditions include:

  • Missing DUN & Bradstreet Unique Entity ID (UEI).
  • Failure to have current SAM registration.
  • Failure to provide required information.
  • Not quoting menu specifications exactly (no substitutions accepted).
  • Incomplete or illegible information per line item.
  • Conditional offers (all-or-none).
  • Failure to include shipping/freight charges.

• Emails rejected by filters are not the Government's responsibility.

• Quotes submitted by means other than email require prior approval.

• Quotes received after the deadline will be handled per FAR 52.212-1(c).
