This document is a Sources Sought notice issued by the Indian Health Service (IHS) on behalf of the Fort Yuma Service Unit. The IHS is conducting market research to identify potential contractors capable of providing Welch Allyn Connex vital signs monitors. This is not a Request for Proposal (RFP) or Request for Quotation (RFQ). The IHS is using this to determine if a small business set-aside is possible or if full and open competition is appropriate for a future procurement.

• Procurement is for NEW Welch Allyn Connex vital signs monitors only. No remanufactured or "gray market" items.

• Vendors must be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller.

• OEM warranty and service must be provided and maintained by the OEM.

• All equipment must be covered by the manufacturer's warranty.

• Quotes/responses MUST include a copy of the authorized distributor letter from the manufacturer to verify authorization.

• Quantities: 23 units.

• Place of Performance/Delivery/Service: Fort Yuma Service Unit, 401 Picacho Road, Winterhaven, CA 92283.

• Payment will be made through the Invoicing Processing Platform (IPP).

• This is a Sources Sought, not an RFP/RFQ. Responses are for market research purposes.

• Vendors should identify their socio-economic status in accordance with SBA size standards.

• Reference: Final Rule on Buy Indian Act. (SET ASIDE FOR Native-owned Small business) ISBEE.

• This is a Sources Sought to determine potential for a Native-owned Small Business (ISBEE) set-aside.

• Vendors must identify their socio-economic status.

• Responses are due no later than 5:00 PM EST on March 2, 2026.

Statement of Work (SOW)

To procure twenty-three (23) vital signs Spot Monitors (model 75RE or equal) and twenty-three (23) GCX 7000-GCX wall channel mounting systems to equip clinical areas with standardized, reliable vital sign monitoring equipment, maintaining consistency with a previous purchase.

• Provide 23 Spot Vital Signs Monitors (model 75RE or equal).

• Provide 23 GCX 7000-GCX wall channel mounting systems or equal.

• Include all OEM accessories: NIBP cuff, Masimo SpO2 sensor, RRp respiration capability, Braun Pro 6000 thermometer, power supplies, and mounting hardware.

• Provide all necessary equipment, accessories, documentation, and warranty support.

• Equipment must be new and in original OEM packaging.

• Monitor and mounting system must be fully compatible.

• All components required for installation and clinical use must be provided.

• Manufacturer warranty documentation must be included.

• Delivery within the specified timeframe.

• Delivery required within 30 calendar days ARO (After Receipt of Order).

• Delivery Location: Fort Yuma Health Care Center, 401 Picacho Rd, Winterhaven, CA 92283, Attn: Biomedical Engineering / Facilities Management.

A minimum one-year manufacturer warranty is required on all equipment.

• Items must match ordered specifications.

• All accessories and mounting hardware must be included.

• Devices must power on and pass self-tests.

• Wall channel mounts must fit and function with the monitor.

• Non-invasive blood pressure (NIBP) using SureBP or equivalent.

• Masimo SpO2 and Masimo RRp respiration rate measurement.

• Braun ThermoScan PRO 6000 ear thermometer or equivalent.

• Clear digital display suitable for clinical environments.

• Automatic, manual, and interval BP modes.

• AC power operation with internal rechargeable battery.

• Includes: Adult BP cuff, Masimo SpO2 sensor, RRp capability, Braun Pro 6000 thermometer with probe covers, power cord.

• FDA 510(k) clearance for vital sign monitoring.

• Compatible with GCX or equivalent wall channel systems.

• Withstands routine clinical cleaning and disinfection.

• Designed for Spot Vital Signs Monitor or equivalent.

• Includes wall channel for secure vertical mounting.

• Allows ergonomic monitor placement.

• May include accessory/basket storage if standard.

• Includes cable management routing.

• Constructed of durable, medical-grade materials.

• Includes all required mounting hardware.

• Allows easy monitor removal for servicing.
