This document is a Solicitation for a Blanket Purchase Agreement (BPA) to obtain welding supplies for the U.S. Army Corps of Engineers Engineering Research and Development Centers (ERDC) facilities. The BPA will be in effect for five years or until the maximum value is reached, whichever occurs first. Orders will be issued as firm-fixed-price BPA Call orders.

The contractor shall furnish all management, materials, supplies, and transportation for welding supplies. This includes, but is not limited to:

• Electrodes (all types for various metals)

• Gases (oxygen, acetylene, etc.)

• Welders, Cutters, and Accessories (including replacement parts)

• Tools (abrasives, cutting tools, machine tools, grinding tools, etc.)

• Miscellaneous Supplies (pipe, tubing, fittings, valves, flanges, personal safety equipment)

• Contract Type: Blanket Purchase Agreement (BPA)

• Period of Performance: Five (5) years from award date or until the maximum limit is reached.

• Estimated Total Value: The pool of BPA holders will share a total capacity not to exceed $5,000,000.00. The Government estimates, but does not guarantee, the total volume will be $5,000,000.00.

• Individual Requirements: Shall not exceed the simplified acquisition threshold.

• Minimum Guarantee: None.

• Minimum BPA Call Value: None.

• Offer Due Date: 17 JUL 2026, 02:00 PM

• Submission Method: Quotes must be submitted via email to Anna.Crawford@usace.army.mil with the subject line 'ERDC WELDING supplies BPA RFQ'.

• Evaluation Factors:

  • Factor I - Technical Capability (Corporate Capacity and Key Personnel)
  • Factor 2 - Past Performance
  • Factor 3 - Price

• Evaluation Weighting: Factor I and Factor II are of equal importance and combined are significantly more important than Factor III.

• Key Deadlines: Questions are accepted up to ten (10) calendar days before the due date.

• The acquisition is set aside for Small Business.

• NAICS Code: 333992

• Size Standard: 1250 employees

• Offerors must be registered in the System for Award Management (SAM).

• The solicitation incorporates FAR clauses by reference, including those related to small business, payment, and security.

• Attachments include a Pricing Schedule and a Past Performance Questionnaire.

Ratings range from Exceptional (E) to Unsatisfactory (U) and Not Applicable (N).
• Narrative Comments: Space is provided for clients to offer specific strengths, weaknesses, deficiencies, or other comments to assist in evaluating performance risk.

Bidders should understand that this questionnaire will likely be used by the government to assess their past performance. • Welding Product Descriptions: Includes gases (Oxygen, Argon, Acetylene, Propane, Nitrogen), various types of welding wire (Flux Core, MIG, TIG), welding rods, tungsten electrodes, grinding rocks, cutting disks, flap disks, MIG tips, MIG nozzles, and torch tips.
• Unit of Measure: Specifies whether the unit is 'each' or 'lb.' for each product.
