Solicitation / RFP / RFQ

This solicitation is for a multiple-award Blanket Purchase Agreement (BPA) for Well Maintenance, Repair, Installation, and Solar Panel/Windmill Installation services at the Fort Niobrara National Wildlife Refuge. The BPA will have a 10-year period of performance.

• Maintenance, repair, installation, and decommissioning of water pump mechanisms, water tanks, solar panels, and windmills for bison/livestock grazing.

• Services include components such as panels, windmills, and electrical systems for solar and/or wind-powered systems.

• Anticipated repairs for up to ten (10) solar panels/windmills, five (5) wells, and three (3) water tanks over the 10-year period.

• Contractor must respond within 48 hours of BPA calls.

• Type: Multiple Award Blanket Purchase Agreement (BPA)

• Period of Performance: 10 years from date of award.

• Authorized Limit (Ceiling): $700,000.00 for the BPA over its 10-year life.

• Purchase Limitations: Call Not to Exceed - $200,000.00.

• Quotations are due by 07/03/2026 at 0800 ED.

• Quotations must be submitted in two parts: (1) non-price and (2) price.

• Non-price section evaluation factors: Technical Acceptability (including Past Performance) and Price Reasonableness.

• Technical Acceptability will assess the offeror's understanding of the SOW, approach, and ability to perform efficiently and timely.

• Past Performance requires at least two similar services within the last three years.

• Price will be evaluated for fairness and reasonableness, but not rated.

• This acquisition is set aside for Small Business.

• The solicitation includes numerous FAR clauses and Department of the Interior Acquisition Regulation (DIAR) clauses.
