Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain the appearance of VA’s national cemeteries in a manner befitting a national shrine, ensuring a consistent, dignified, and respectful environment for veterans and their families.

This SOW requires the contractor to provide all labor, materials, tools, equipment, transportation, and supervision for well and septic system repairs and replacements at the Florida National Cemetery. Key tasks include:

• Well Systems:

  • Replace an inoperable well pump (CentriPro M50432 or equivalent) at the main pump house.
  • Perform a full system inspection of piping and repair/replace fittings.
  • Conduct a 30-day load study on the electrical systems for the well house and adjacent maintenance building.
  • Replace a non-operational backup generator.
  • Perform a lightning protection system inspection and necessary repairs.
  • Overhaul two existing wells (Well Pump #2 and Well Pump #3) to meet Florida Administrative Code Chapter 62-555 and FDEP permitting requirements.
  • Remove and dispose of existing fencing and replace with 6’ Ivory colored PVC/Vinyl fencing around a new building.
  • Remove and dispose of the existing well system shelter and replace with a new prefabricated, insulated (SIP) enclosure (8’X8’X8’) on a concrete pad, including a personnel door, powered exhaust fan, screened passive vents, and LED lighting.
  • Replace all existing site equipment (tanks, valves, pumps, appurtenances) with new, compliant equipment, adhering to FAC Rule 62‑555.320 and 62‑555.322 (lead-free, NSF/ANSI 61 compliant).

• Septic Systems:

  • Replace two lift station pumps at the Maintenance Building.
  • Install a new, properly sized septic system (tank and leach field) for the office trailer, including permitting.
  • Excavate, remove, and replace piping from the distribution box to the leach chambers for the PIC Building's existing septic system.
  • Provide and maintain portable toilets and a handwashing facility during construction.

• All services must adhere to National Shrine Standards.

• All sites worked shall be restored to previous or better conditions per National Shrine Standards.

• Compliance with applicable codes, Florida Statutes, FDEP, and EPA regulations is mandatory.

• Daily reports with a minimum of three pictures are required.

• Submittals (Schedule of Values, Gantt schedule, product data, Waste Management Plan, permitting approvals, As-Built Drawings, Phasing Plan) are required.

• Period of Performance: 224 Calendar Days total (14 days for admin/lead time + 210 days construction).

• Place of Performance: Florida National Cemetery, 6502 SW 102nd Ave, Bushnell, Florida 33513.

• Contractor is encouraged to perform a site visit before award.

• Work must be coordinated with cemetery operations, with burial services taking precedence.

• Contractor employees must adhere to strict dress code, conduct, and safety standards, including wearing High Visibility Safety Apparel (HVSA) and ANSI approved Head Protection.

• No government-furnished facilities (storage, restrooms, utilities) will be provided.

• Contractor is responsible for all necessary licenses, permits, and insurance.
