This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) under Solicitation #IHS1523680. The Indian Health Service (IHS) – Phoenix Area Office (PAO) requires the procurement of specific medical equipment. This announcement serves as the only solicitation; written quotes are requested, and no separate written solicitation will be issued. Oral offers will not be accepted. All responding firms must be registered with the System for Award Management (SAM).

• 23 each - Welch Allyn Connex Spot Monitor Wall Channel 7000-GCX

• Items are to be shipped FOB Destination. Shipping costs must be included in the vendor quote and cannot be a separate line item.

• Procurement is for NEW Equipment ONLY; no remanufactured or "gray market" items.

• Vendors must be an Original Equipment Manufacturer (OEM) authorized dealer, distributor, or reseller.

• Quotes MUST include a copy of the authorized distributor letter from the manufacturer.

• Third-party quotes will not be considered.

• The government intends to award a purchase order.

• The evaluation will consider price, technical acceptance of the product, and delivery.

• Past performance will also be evaluated.

• Submit written quotes only.

• QUOTE DUE DATE: 03/11/2025 5:00 PM EDT

• Invoices must be prepared monthly and submitted electronically via the Invoice Processing Platform (IPP).

• Evaluation procedures will be in accordance with FAR 13.106.

• The government will select the quote representing the best benefit at a reasonable price.

• This requirement is a 100% Indian Small Business Economic Enterprise (ISBEE)/Native American small business set-aside on SAM.GOV.

• Offerors that do not fall into this category will not be considered for award.

• Delivery LOCATION: FORT YUMA HEALTHCARE CENTER, 401 PICACHO ROAD, WINTERHAVEN CA 92283.

• The document incorporates numerous FAR provisions and clauses by reference, including those related to instructions to offerors, contract terms and conditions, representations and certifications, and various compliance requirements.

Statement of Work (SOW)

To procure twenty-three (23) vital signs Spot Monitors (model 75RE or equal) and twenty-three (23) GCX 7000-GCX wall channel mounting systems to equip clinical areas with standardized, reliable vital sign monitoring equipment, maintaining consistency with a previous purchase.

• Provide twenty-three (23) Spot Vital Signs Monitors (model 75RE or equal).

• Provide twenty-three (23) GCX 7000-GCX wall channel mounting systems or equal.

• Include all OEM accessories: NIBP cuff, Masimo SpO2 sensor, RRp respiration capability, Braun Pro 6000 thermometer, power supplies, and mounting hardware.

• Provide necessary documentation and warranty support.

• Equipment must be new and in original OEM packaging.

• Full compatibility between monitor and mounting system is required.

• All components for installation and clinical use must be provided.

• Manufacturer warranty documentation must be included.

• Delivery within the specified timeframe.

• Equipment will be accepted if it matches ordered specifications, includes all accessories, powers on and passes self-tests, and the wall channel mounts fit and function with the monitor.

• Delivery required within 30 calendar days ARO (After Receipt of Order).

• Delivery Location: Fort Yuma Health Care Center, 401 Picacho Rd, Winterhaven, CA 92283, Attn: Biomedical Engineering / Facilities Management.

• A minimum one-year manufacturer warranty is required on all equipment.

• Spot Vital Signs Monitor must include SureBP or equivalent technology for NBP, Masimo SpO2 and RRp measurement, Braun ThermoScan PRO 6000 ear thermometer, a clear digital display, automatic/manual/interval BP modes, AC power with rechargeable battery, FDA 510(k) clearance, and be compatible with GCX or equivalent wall channel systems. It must also withstand routine clinical cleaning and disinfection.

• GCX Wall Mount Channel must be designed for the Spot Vital Signs Monitor, include a wall channel for vertical mounting, allow ergonomic placement, include accessory/basket storage if standard, feature cable management, be constructed of durable medical-grade materials, include all required mounting hardware, and allow easy monitor removal for servicing.
