This is a combined synopsis/solicitation for directional boring and trenching, and installation of underground conduit at the NOAA West Bank NWLON tide station in Bayou Gauche, LA. This is the only solicitation, and a separate written solicitation will not be issued. The acquisition is set-aside for small business concerns.

• Provide all necessary services, personnel, and equipment to perform directional boring and trenching, and install an underground conduit.

• Work is to be performed in accordance with the attached Statement of Work (SOW).

• The associated NAICS code is 238990 (All Other Specialty Trade Contractors) with a small business size standard of $19 million.

• Contract Type: Firm-fixed-price purchase order.

• Period of Performance: Date of Award through 90 days.

• Delivery: FOB Destination.

• Place of Performance: Louisiana highway 306 (Bayou Gauche Road), Bayou Gauche, LA.

• Quotes must be submitted electronically via email to Chelsea.Vera@noaa.gov by 5/29/2026, 11:00 am EST.

• Quotes must be valid for a minimum of 60 days.

• Evaluation will be based on the following pass/fail criteria: Technical Acceptability/Capability and Past Performance, followed by Price.

• The government intends to award a low-priced, technically acceptable, single firm fixed-price purchase order.

• A site visit is highly recommended but not required.

• This acquisition is set-aside for small business concerns.

• Offerors must have an active registration in the System for Award Management (SAM).

• The solicitation incorporates provisions and clauses by reference, accessible at https://www.acquisition.gov/far-overhaul.

• Department of Labor Wage Rates: WD 2015-5189, Revision No. 33, dated 4/29/2026, are applicable.

Form / Attachment / Pricing Sheet

This document is the "Past Performance Information Form" (also referred to as a Past Performance Reference Sheet). It is a mandatory form for contractors to complete to demonstrate relevant past performance or to state that they possess no relevant past performance. This information is crucial for the Government to evaluate the bidder's experience and capability to perform the work described in the solicitation.

• Past Performance Requirement: Bidders must demonstrate relevant past performance within the last three years that is of similar scope, magnitude, and complexity to the current solicitation. A maximum of three (3) references are permitted.
• Information Required per Reference: Contract number, name/address of the Government agency or commercial entity, description of work/services provided, point of contact (name, phone, email), contract award date, period of performance, initial and current contract value, and extent of subcontracting.
• Newly Formed Entities: If a bidder is newly formed or lacks prior contracts, they should list key personnel and applicable resources and explain the relevance of their past performance.
• Problem/Corrective Action Description: Bidders are encouraged to describe any problems encountered and corrective actions taken on identified contracts.

This form directly impacts proposal preparation. Bidders must gather detailed information for up to three past contracts that align with the solicitation's requirements. Failure to adequately complete this form or provide relevant references may negatively impact the evaluation of the bidder's past performance. The Government may contact the provided points of contact to verify information. Bidders should also be prepared to describe any challenges and how they were overcome.

Statement of Work (SOW)

To install a 2-inch diameter conduit beneath Louisiana Highway 306 (Bayou Gauche Road) to run electrical wiring from an existing NOAA water level monitoring station to a new meteorological system location.

• Bore or trench beneath Highway 306 to install the conduit.

• Run the conduit approximately 200 feet north on the opposite side of the highway, passing through a grass lot owned by the Bayou Gauche Fire Department.

• Provide all necessary services, personnel, and equipment for the boring and conduit installation.

• Be responsible for any necessary permitting and locating underground utilities.

• Refill trenches in the grass lot to ensure level ground.

• Install conduit access boxes (at least 12" above grade, no taller than 18" above grade) at both ends of the conduit run.

• Install a pull line inside the conduit for NOAA to use for running electrical wiring.

• Conduit trench depth in the grass lot: no more than 3 feet, no less than 1 foot.

• Conduit access box placement: within 3 feet of the meteorological station concrete pad and as close as practical to the water level station.

• Location: Bayou Gauche Road, Louisiana, and an adjacent grass lot.

• The final location for the meteorological system will be determined by NOAA after contract award.

• NOAA will coordinate with the property owner for access to the grass lot.

• NOAA will be responsible for running the electrical wiring using the pull line provided by the contractor.

• Contractor is responsible for any damages to underground utilities resulting from excavation and boring.
