This is a combined synopsis/solicitation (Request for Quotation - RFQ) for commercial services to charter up to two (2) vessels for the West Coast Groundfish Bottom Trawl Survey. The National Oceanic & Atmospheric Administration (NOAA) intends to award two firm-fixed-price contracts, one for each vessel, to conduct the "Second Pass" of the survey. The survey will take place along the West Coast of the United States.

• Charter of commercial fishing vessels with crew.

• Conduct the West Coast Groundfish Bottom Trawl Survey, Second Pass.

• Survey operations are expected to occur between mid-August and late October.

• Vessels must meet specific requirements detailed in the Statement of Work (Section 3), including size, engine power, equipment, and crew qualifications.

• Specific tasks include conducting surveys, collecting biological data, and managing catch.

• Two (2) firm-fixed-price contracts are anticipated.

• Base period of performance: May 1, 2026, through April 30, 2027.

• Four (4) one-year option periods are available, extending the total potential contract duration to five years.

• Acceptance of services will take place aboard the contracted vessel.

• Offers are due no later than 12:00 PM Pacific Time on April 3, 2026.

• Quotations must be submitted electronically to carina.topasna@noaa.gov and novelle.key@noaa.gov.

• Offers must be prepared in two parts: a technical quote and a business/price quote.

• Evaluation will be based on Vessel Characteristics, Commercial Fishing Experience of the Vessel, Captain and Crew, and Past Performance. Price will be evaluated but not scored.

• This acquisition is 100% set-aside for small business concerns (size standard: 500 employees).
