Opportunity Details
This notice is for informational and planning purposes only and is not a solicitation. The Government anticipates awarding a Single Award Task Order Contract (SATOC) under an Indefinite-Delivery, Indefinite-Quantity (IDIQ) structure, with a five-year ordering period and an estimated capacity of approximately $24M. Individual Task Orders (TOs) will be firm-fixed price, ranging from $5,000 to $2,500,000.
Scope of Work
The scope encompasses a broad range of multi-disciplinary facilities repair, renovation, conversion, alteration, additions, construction, and equipment procurement/installation for Minor Construction. This includes tasks such as carpentry, roofing, interior/exterior elements, mechanical, electrical, plumbing, painting, HVAC, site investigation, environmental abatement, erosion control, earthwork, and anti-terrorism/force protection (ATFP). Ancillary support may involve environmental compliance, engineering studies, and furniture provision. Specific projects listed in Attachment 1 include pool repairs, classroom construction, and HVAC installation, with estimated costs ranging from $250K to $950K.
Key Requirements & Deliverables
Contractors must adhere to extensive Federal, State, and local laws and regulations, including USACE EM 385-1-1 Safety and Health Requirements. Key personnel (Program Manager, Corporate Safety Manager, Project Manager, Quality Control Manager, Site Safety and Health Officer) with specific qualifications are required. Deliverables include Project Updates, Work Plans, Quality Control Plans, and Work Schedules with Milestones, to be submitted within 5 calendar days of contract award. Compliance with Construction Wage Rate Requirements (Davis-Bacon Act) and/or Service Contract Act (SCA) may apply. The contractor will utilize the Resident Management System (RMS) for administration.
Submission & Eligibility
This acquisition is anticipated to be a set-aside for 8(a) small business competition. Interested firms must submit a document detailing relevant demonstrated experience and qualifications, not exceeding 10 one-sided pages (Times New Roman, 12pt font). Submissions must address questions in the Capabilities Questionnaire and the ability to perform services outlined in the draft SOW. Responses are due via email by 1200 Noon Central Standard Time on July 1, 2026. No hardcopy or facsimile submissions will be accepted.
