Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the Western New York National Cemetery (WNYNC) has a consistent and reliable supply of bulk road salt (pure sodium chloride) for its operational needs during the winter months.

• Annual Delivery: The contractor will deliver bulk road salt annually, on an as-needed basis, between August and March.

• Coordination: Deliveries must be scheduled by the Contracting Officer’s Representative (COR) with 3-5 days advance notice.

• Communication: The contractor must contact the COR upon arrival for proper placement of salt. Communication is crucial to avoid disturbing committal/burial services.

• Delivery Restrictions: Trucks are prohibited from passing through committal/burial service areas. Work activity and noise must not disturb services.

• Salt Quality: Road salt must be pure sodium chloride, totally covered with a waterproof, non-porous tarpaulin. Shipments must be free-flowing, usable, and free from foreign matter (dirt, stone, chips, trash, etc.). Evidence of free-flowing water/brine or torn coverings may lead to rejection.

• Damage Prevention: The contractor must exercise extreme caution during delivery and unloading to prevent damage to government property. Any damage to turf, headstones, structures, or other property is the contractor's responsibility for repair and/or replacement.

• Period: Deliveries are required between August and March annually.

• Place: Western New York National Cemetery, 1254 Indian Fall Road, Corfu NY.

• Work Hours: Deliveries are accepted Monday through Friday, between 8:00 a.m. and 2:00 p.m.

• Holidays: Deliveries cannot be made on Federal holidays.

• Insurance, Licenses & Permits: The contractor must possess and maintain all necessary insurance, licenses, and permits. The contractor is responsible for their own injuries, employee injuries, and any damage to personal or public property caused by their fault or negligence.

• Government Shutdowns: Performance may be delayed or suspended due to government shutdowns. Adjustments to schedules and timelines will be handled via contract modifications.
