Purpose / Objective
The primary objective is to upgrade the Government's existing Data Innovations Instrument Manager (IM) environment, which interfaces laboratory diagnostic equipment with the RPMS Laboratory Package. This upgrade is crucial for ensuring continued operability, supporting the transition from end-of-support Windows 10 host platforms, and maintaining the laboratory's middleware functionality.
Scope of Work
The requirement encompasses two main areas:
- Standard Upgrade Implementation Services: This includes discovery, implementation planning, testing support, production cutover support, and limited post-deployment support for the existing Data Innovations IM environment.
- IM Core Training: Provision of training for up to four (4) Government personnel on the Instrument Manager software. Key deliverables include an Upgrade Implementation Plan, Test/Non-production Upgrade Completion Report, Production Go-Live Checklist, As-Built Documentation, Training Plan, and Project Closeout Report. Work may be performed remotely or on-site, with the primary Government site in Salem, OR.

Basis for Sole Source
This acquisition is being pursued as a sole-source action under FAR Part 12, based on a determination that Data Innovations LLC is the only available source. Data Innovations LLC is the sole developer, owner, and authorized service provider for the Instrument Manager (IM) software platform. All required upgrade packages, implementation services, proprietary drivers, licensed components, and IM Core Training are proprietary to Data Innovations LLC and cannot be provided by any other party.
Response Requirements / Call to Action
This notice is not a solicitation for competitive quotations. However, any responsible source that believes it can satisfy this requirement may submit a capability statement. Statements must clearly demonstrate:
- The capability to provide the required proprietary Data Innovations IM standard upgrade implementation services and IM Core Training for the existing environment.
- Relevant experience supporting or upgrading the Data Innovations Instrument Manager platform in a comparable environment. Responses must be submitted electronically to jacob.blalock@ihs.gov and PORAOAcquisition@ihs.gov.
Additional Notes
The Government will review all capability statements received. A determination not to compete this requirement is solely at the Government's discretion. If no responsible source is identified that can demonstrate both the legal authority and technical capability for the proprietary services, the Government intends to proceed with a sole-source award to Data Innovations LLC. Costs associated with preparing responses will not be reimbursed.
