Scope of Work
The contractor will provide comprehensive medical waste disposal services, including:
- Routine regulated medical waste collection and disposal.
- Provision of compliant containers, liners, and a secure exterior biohazardous waste storage cabinet (lockable, weather-resistant, capable of holding at least eight 35-gallon boxes).
- Scheduled monthly pickups and one additional high-volume pickup per contract year (estimated up to 104 35-gallon boxes annually).
- Transportation, treatment/disposal, manifests, and all required documentation.
- Adherence to all applicable federal, state, and local regulations (e.g., OSHA, DOT, EPA, Oregon Health Authority, Oregon DEQ).
Set-Aside & Eligibility
This requirement is exclusively set aside for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act. Offerors must be both an Indian Economic Enterprise and a small business concern under NAICS 562112. Evaluation Factors
Award will be made to the responsible Offeror whose quotation represents the best value to the Government, considering price and non-price factors. The Government may award to other than the lowest-priced Offeror.
- Factor 1: Technical Capability (Most Important) - Evaluates the ability to perform the PWS, including staffing, equipment, regulatory authorization, and subcontractor management.
- Factor 2: Past Performance - Assesses recency and relevance of experience in medical waste services.
