This document is a synopsis for the Annual Bulk Petroleum Purchase Program for the Western Pacific and Middle East Regions. The Defense Logistics Agency (DLA) Energy is procuring bulk petroleum requirements, including Fuel, Naval Distillate (F76), Turbine Fuel, Aviation (JP5), and Turbine Fuel, Aviation (JA1). Delivery modes include tanker, shallow draft tanker, barge, tanker truck, railcar, and pipeline. FOB destination tanker offers will not be accepted.

• Fuel, Naval Distillate (F76): Estimated Quantity: 178,617,000 U.S. Gallons

• Turbine Fuel, Aviation (JP5): Estimated Quantity: 96,924,000 U.S. Gallons

• Turbine Fuel, Aviation (JA1): Estimated Quantity: 175,790,000 U.S. Gallons (some requiring additives)

• Delivery Period: January 1, 2027, through December 31, 2027.

• A phased selection process will be used after the receipt of initial proposals.

• Phase 1 evaluation requires offerors to be a refiner/manufacturer, provide a Letter of Supply Commitment meeting specific standards, or have held a DLA Energy Bulk Petroleum Products contract within the past three years.

• Offerors failing Phase 1 will be notified with no opportunity to revise their proposal.

• The solicitation will be available on SAM.gov under solicitation number SPE602-26-R-0706.

• Offers must be submitted through the Offer Entry Tool (OET).

• There will be no small business set-asides on this procurement.
