Contract Details

  • Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ), Fixed Price with Economic Price Adjustment (EPA). Multiple awards are anticipated.
  • Ordering Period: From Date of Award through December 31, 2027.
  • Delivery Period: January 1, 2027, through December 31, 2027.
  • Set-Aside: No Set-Asides for Small Business Concerns; this is a Full and Open Competition.
  • Minimum Lift Guarantee: 75% of the total original contract volume.

Submission & Evaluation

Offers must be submitted electronically via the Offer Entry Tool (OET) by the deadline. Offerors must be registered in the System for Award Management (SAM). The evaluation employs a Two-Phase Gated Approach:

  • Phase 1 (Inherent Capability - Pass/Fail): Offerors must be a refiner/manufacturer, provide a Letter of Supply Commitment, or have held a DLA Energy Bulk Petroleum Products contract within the past three years.
  • Phase 2 (Lowest Price Technically Acceptable - LPTA): Award will be based on the lowest laid-down price that is technically acceptable, considering product price, transportation, and associated costs.
