Statement of Work (SOW) / Performance Work Statement (PWS)

To completely and document the removal of all lead-based paint (LBP) hazards from structural steel beams within Building 98, a 4,000 sq ft maintenance garage located at 146 West Pima Street, Sacaton, Arizona 85128, on the Gila River Indian Community.

• Removal of LBP from approximately 2,642 sq ft of structural steel beams.
• Ensure full compliance with federal, tribal, and local environmental regulations (EPA, OSHA, GRIC DEQ).
• Protect workers, occupants, and the environment from lead exposure.
• Proper characterization, packaging, transport, and disposal of hazardous waste according to RCRA regulations.
• Provide comprehensive documentation of abatement activities, clearance testing, and waste disposal.
• Complete work within a 90-calendar-day performance period, minimizing facility downtime.

Phase 1: Pre-Abatement Services:

• Lead-based paint risk assessment and validation.
• Detailed Abatement Work Plan submission (at least 14 days prior to work).
• Regulatory notifications to EPA, GRIC DEQ, and Pinal County Health Department.
• Pre-abatement baseline air quality testing.
• Waste Characterization Plan.
• Health and Safety Plan submission and approval.

Phase 2: Mobilization and Site Setup:

• Obtain tribal business licenses and permits.
• Coordinate with facility management to minimize disruption.
• Install complete containment system with HEPA-filtered negative air machines.
• Establish three-chamber worker decontamination facilities.
• Install temporary power and lighting.

Phase 3: Abatement Operations:

• Surface preparation (SSPC-SP 2 or approved equivalent).
• Complete LBP removal to bare metal using approved methods (e.g., abrasive blasting with HEPA containment, chemical stripping).
• Surface cleaning and treatment, including HEPA vacuuming and wet wiping.
• Daily HEPA vacuuming of floor areas.
• Detailed cleaning of structural elements.
• Final cleaning of the entire work area.

Phase 4: Health and Safety Compliance:

• Comprehensive worker protection and health and safety program compliant with OSHA lead standards.
• Personal and area air monitoring.
• Provision of required Personal Protective Equipment (PPE).
• Qualified Site Safety Officer on-site.
• Lead awareness training and certification.

Phase 5: Waste Management and Disposal:

• Characterize, package, transport, and dispose of all hazardous and non-hazardous waste per RCRA.
• Use EPA-authorized RCRA TSDF and licensed hazardous waste transporter.
• Prepare hazardous waste manifests.

Phase 6: Post-Abatement Verification and Clearance:

• Conduct thorough post-abatement verification and clearance testing.

• Visual inspection, clearance air sampling (min. 3 samples), and surface wipe sampling (min. 10 samples).

• Re-cleaning and re-testing if clearance criteria are not met.

• Preparation and submission of a comprehensive Final Abatement Report (within 30 days of completion).

• Place: Building 98 – Maintenance Garage, 146 West Pima Street, Sacaton, Arizona 85128, Gila River Indian Community.

• Period: Ninety (90) calendar days from the Notice to Proceed (NTP).

• This procurement is set aside exclusively for Indian Small Business Economic Enterprises (ISBEEs).

• Contractor shall comply with the Indian Self-Determination and Education Assistance Act regarding Indian preference in employment.

• All work must protect the health and environment of the Gila River Indian Community.

• Drug-free workplace required.

• Open flame burning or torching is prohibited.

• Contractor personnel and vehicles are subject to inspection.

• Archaeological resources discovery protocols must be followed.

• Restoration of all work areas to pre-project conditions or better.

• Pre-Abatement Deliverables: Risk Assessment Report, Abatement Work Plan, Waste Characterization Plan, Health and Safety Plan, Regulatory Notifications, Tribal Business License proof, Personnel Certifications, Baseline Air Quality Test Results.

• Construction Phase Deliverables: Detailed Project Schedule, Daily Progress Reports, Weekly Meeting Minutes, Air Monitoring Results, Certified Payroll Records, Waste TCLP Analytical Results, Hazardous Waste Manifests, Visual Clearance Inspection Report, Clearance Air Sampling Results, Clearance Wipe Sampling Results, Waste Disposal Certificates, Final Abatement Report, Project Closeout Documentation, As-Built Documentation, Photographic Documentation.

• Compliance with Federal Environmental Regulations (40 CFR Part 61 Subpart M, 40 CFR Part 745, RCRA), Federal Safety Standards (OSHA 29 CFR 1910.134, 1926.62, etc.), Federal Labor Standards (Davis-Bacon Act, Service Contract Act), Transportation Regulations, Industry Standards (ASTM, SSPC, NIOSH, AIHA), and Indian Affairs and Tribal Requirements (Buy Indian Act, GRIC Ordinances, Tribal Business Licensing).

• In case of conflicts, the most stringent requirement applies.
