Solicitation / RFP / RFQ

• Three timber trail bridges:

  • Two 25ft span pedestrian timber girder bridges with glue-laminated superstructure.
  • One 16ft span pedestrian timber slab bridge with nail-laminated deck/superstructure.

• All structural components must have clear traceability to the fabricator or timber mill.

• Contractor must furnish a Certificate of Conformance (COC) in accordance with FAR 52.246-15, certifying that all timber meets specified stress grades and preservative treatment standards (e.g., AWPA standards).

• Traceability documentation must be provided.

• Award Type: Firm-Fixed-Price Purchase Order.

• Period of Performance: Delivery by August 6th, 2026. Early deliveries are accepted. Deliveries on Fridays are NOT accepted.

• FOB: Destination.

• Offer Due Date: May 6, 2026, 1600 MT.

• Submission: Quotations must include pricing for all items to be considered responsive.

• Evaluation: Quotes will be evaluated based on the lowest price technically acceptable criteria. The lowest priced offer will be evaluated for Technical Acceptability. If not acceptable, the process continues with the next lowest priced offer.

• Past Performance: May be evaluated using references, USDA contracts, and CPARS.

• This acquisition is a Total Small Business Set-Aside.

• North American Industry Classification Standard (NAICS) Code: 321999.

• Small Business Size Standard: 500 employees.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for the purchase of three timber trail bridges to replace failed or poor condition bridges on trails within the Westside Ranger District, planned for the 2026 field season.

• Procurement of three timber trail bridges.

• Bridges will be used by stock (horses and pack animals).

• Specifications for bridge dimensions:

  • 16-foot bridge: 84-inch clear width between railings.
  • 25-foot bridges: 60-inch deck width, curb only (no railing).

• Each prefabricated bridge must be delivered unassembled with all specified materials for assembly.

• Materials include: bridge deck, rails or curbs, superstructure (stringers, diaphragms, etc.), substructure (sills, gabion baskets, backwall, etc.), and hardware.

• All timber must be cut to length, holes bored, and treated.

• All hardware and structural steel must be supplied per the plans.

• Two diaphragm options are acceptable: standard glue-laminated (Drawing sheet 2) or alternate steel (Drawing sheet 3).

• Delivery requested by August 6th, 2026.

• Delivery location: Bannock Guard Station (42.7297, -112.4140) near Pocatello, Idaho.

• The Forest can perform off-load if the supplier provides at least a 7-day notice prior to delivery.

• Delivery on a Friday is not acceptable.

• The delivery site is accessible to semi-trucks via gravel road and parking lot.
