Submission & Evaluation
Firms must submit a completed Standard Form (SF) 330 electronically to WFL.AE@DOT.GOV. A current SAM.gov registration is required. Evaluation will be based on SF 330 submissions, focusing on:
- Key personnel resumes (30 points)
- Example projects (30 points)
- Past performance (20 points)
- Demonstration of responsiveness, flexibility, leadership, and adaptability (20 points)
Prerequisites include 5 years of highway design experience, 3 years using Microstation and Open Roads, 5 years of federal environmental compliance experience, and professional engineering licenses in Alaska, Idaho, Montana, Oregon, Washington, and Wyoming for prime contractors and subcontractors.
Key Clarifications
- Submission Format: Minimum 12-point font (except 10-point for SF330 form), 8.5x11 pages (except 11x17 for organizational charts). Section dividers/tabs are not allowed but will not count against page limits.
- Past Performance: CPARS or equivalent performance evaluations are acceptable. IDIQ contracts can be shown as representative for Section F if awarded and administered independently.
