This is anticipated as a Firm Fixed Price (FFP) contract for FY 2026, with an estimated total value of $39,168.00 for the base year plus all options. The place of performance will be at the vendor's own laboratory; no work will be performed on USDA premises.
Sole Source Justification
This acquisition is for Other than Full and Open Competition, justified under FAR 6.103-1 (Only One Responsible Source). The justification highlights the unique and proprietary nature of NAG's Agriseq panel, which is the only current assay capable of targeting known informative wheat genes with the required level of multiplexing and specificity across wheat sub-genomes. This is critical for meeting the small time window for winter wheat breeding cycles. Market research confirmed no other vendors possess the necessary proprietary DNA primers and barcode sequences required for this specialized genotyping service.
Submission & Evaluation
While a sole source action, interested parties must submit quotes by February 18, 2026, 9:00 AM PT via email to Elizabeth Calhoun (elizabeth.calhoun@usda.gov). Quotes must include pricing for all items, a Unique Entity ID (UEI), a Capability Statement, and technical documentation demonstrating the ability to meet all Statement of Work requirements. Evaluation will be based on Lowest Price Technically Acceptable (LPTA) criteria, aiming for the best value to the Government.
