Evaluation Criteria

- Technical Acceptability: Offerors must be authorized distributors or provide full traceability to the OEM. All parts must be NEW and accompanied by a COC. A quality control manual is required for orders touching USCG aircraft.
- Delivery: Evaluated based on confidence levels: High (within 45 days ARO), Satisfactory (46-60 days ARO), and Low (61+ days ARO).

Justification for Brand Name
A Justification for Other Than Full and Open Competition (JOFOC) confirms that Chelton Limited is the OEM and owns all rights to the technical data, specifications, and drawings for this complex item. It is the only antenna approved for the MH-60T by the USCG's Aircraft Configuration Control Board, and procuring from an unauthorized source would compromise aircraft and aircrew safety.
