This is a Request for Quote (RFQ) for the "Newline Whiteboard Refresh" requirement. The 42nd Contracting Squadron is procuring Newline Smart Whiteboards for three separate bases over two years (base year and one option year). This requirement is being solicited as a small business set-aside via open market.

• Newline Q Pro series whiteboards (IAW SOR para.'s 2.1-2.3)

• Newline on Board Computer (IAW SOR para. 2.2)

• The procurement is for "brand name only" Newline Smart Whiteboards.

• This will be a firm-fixed-priced award.

• The period of performance covers a base year and one option year.

• Offerors must submit a dated quote with unit prices and extended prices, rounded to the nearest penny.

• Manufacturer specifications must be submitted to determine capability to meet SOR requirements.

• A realistic delivery date must be proposed.

• Quotes must be received by 18 May 2026, 1:00pm CDT via email to the Contract Specialist and Contracting Officer.

• Award will be made based on price and delivery, evaluated as a brand name only award.

• Award will be made upon negotiation of a fair and reasonable price and determination of firm responsibility.

• This requirement is solicited as a small business set-aside.

• Contractors must be registered in the DoD System for Award Management (SAM) database.

• Offerors must confirm country of origin and submit DFARS 252.225-7000 certification if applicable.

• Offerors must complete and return provisions 52.204-24 and 52.204-26.

• The solicitation is issued by the 42nd Contracting Squadron, Maxwell AFB, AL.

• Two attachments are included: Statement of Requirements (SOR) and Clauses and Provisions.

Statement of Requirements (SOW)

To refresh outdated and failing interactive whiteboards across enlisted professional military education classrooms at Lackland, Keesler, and Sheppard NCO Academies. The goal is to standardize devices to the Windows 11 operating system, ensuring uninterrupted class operations and updated technology.

• Procurement of all-in-one digital touchscreen displays, including all required cables, software, and licenses.

• Inclusion of on-board (OPS) expansion PC modules with Windows 11.

• Displays must be compatible with other operating systems (MacOS, Android, Linux, Chrome) via software solution, not additional hardware.

• Software licensing must be identified as annual renewal or one-time purchase, with pricing for additional years if applicable.

• Display: 65-inch screen size, LED backlight, 3840 x 2160 resolution, 16:9 aspect ratio, 400-nit brightness, 178° viewing angle, 50,000-hour lifetime.

• Speakers: Front-positioned, (2) 20W output.

• Power: Max consumption ≤ 550W (Standby ≤ 0.5W), 100-240V AC, 50/60Hz.

• Touch: Anti-glare, anti-fingerprint, anti-microbial tempered glass surface, up to 40 touch points, supports stylus or finger input.

• Ports: Specific front interface ports (USB Type-C 65W, HDMI 2.0, USB Type-B (Touch), USB 3.0 Type-A, Mic in) and input ports (HDMI IN 2.0 x 2, DisplayPort (4K@60Hz) x 1, USB Type-B (Touch) x 3, RJ45 (Gigabit) IN x 1, OPS Slot x 1).

• Outputs: HDMI Out x 1, RJ45 (Gigabit) IN x 1, Audio Line out x 1.

• Other Features: Embedded Android OS, OPS included, wireless screen casting, object recognition.

• OPS Modules: Windows 11 Pro, Intel i7-7500U CPU (or higher), 16GB DDR4 RAM, 256GB SSD storage, 802.11 b/g/n/ac WiFi.

• Mounting: Must attach securely to pre-existing mobile stands at Lackland NCOA via at least three mounting locations.

• Condition: Items must be brand new; refurbished items are not authorized.

• Base Year: 21 interactive whiteboards with CPUs to Robert D. Gaylor NCO Academy, JBSA-Lackland, TX.

• Option Year One: 12 interactive whiteboards with CPUs to Mathies NCO Academy, Biloxi, MS.

• Option Year One: 25 interactive whiteboards with CPUs to Sheppard NCO Academy, Sheppard AFB, TX.

• Standard Original Equipment Manufacturer (OEM) commercial warranty required.

• Contractor must provide all manufacturer warranties, manuals, literature, and documentation prior to project acceptance.

• Written procedures, points of contact, and warranty service information must be provided prior to project acceptance.

• This document is a Statement of Requirements (SOR) to gather information on available products and capabilities for the purchase of Newline Interactive Whiteboards.

• An Ombudsman is available to address concerns; however, initial concerns should be directed to the contracting officer.
