Purpose & Scope of Work
This announcement is for market research only, not a solicitation. The Government seeks to identify vendors meeting the definition of an "Indian Economic Enterprise" in accordance with HHSAR 326.601 and applicable small business size standards under NAICS Code R614 (Paper Shredding Services). Responses will inform the procurement method and acquisition strategy for an upcoming requirement.
The requirement is for secured shredding services including:
- Providing secured, lockable shredding bins (95 or 65-gallon capacity, or standard consoles) at designated locations.
- Monthly collection and crosscut shredding of confidential documents (paper, folders, thin pamphlets) during normal business hours (8:00 am to 5:00 pm, Monday-Friday, excluding federal holidays). Strip shredding is unacceptable.
- Contractor responsibility for all necessary equipment, uniformed personnel, and maintaining confidentiality in accordance with federal and state laws.
- Issuance of Certificates of Destruction (COD) upon completion.
Services will be performed at the Whiteriver Indian Hospital campus (Administration Building, Specialty Services Building, Garrett Building) and the Cibecue Health Center. The anticipated period of performance includes a base year (June 1, 2026 – May 31, 2027) and four (4) option years.
Submission Requirements
Interested and capable sources must express written interest by providing:
- Company Name, Address, Point of Contact, Website, and business size under NAICS Code R614.
- System for Award Management (SAM) Unique Entity Identifier (UEI) number, expiration, and registration status.
- Any active GSA, VA, FSS procurement vehicle.
- A Capabilities Statement (no more than 1 page).
- A completed IHS Buy Indian Act Indian Economic Enterprise Representation Form, self-certifying eligibility as an "Indian Economic Enterprise" with 51% Indian ownership. Offerors must meet this definition at the time of offer, award, and throughout performance.
