Project Scope
Work for this project consists of constructing a roadway embankment with turnouts and lead-off ditches; installing specified multi-axial geogrid geosynthetic; furnishing, placing, and compacting aggregate material base course; seeding and installing specified erosion control material; and final shaping of the roadway. The work will be performed on a designated 1.7-mile section of Whitetail Road #224, constructing a fourteen (14) foot wide roadway surface. An optional item for additional aggregate placement is included. Specific tasks detailed in the Statement of Work include clearing and grubbing, constructing up to six turnouts and lead-off ditches, placing approximately 10,484 square yards of geogrid, and delivering/placing 2,420 cubic yards of aggregate for a 12-foot wide, 6-inch compacted depth running surface. Approximately 8 acres of disturbed areas will require seeding and mulching. The project location is on FSR #224 at MP 1.5, approximately 10 miles southwest of the Bessey Ranger District Office.
Contract Details & Key Dates
This is a Combined Synopsis/Solicitation (RFQ) for a Firm-Fixed Price Contract. The estimated period of performance is from July 13, 2026, to October 30, 2026, with the construction season ending by October 31, 2026. The project magnitude is estimated between $250,000 and $500,000. The NAICS Code is 237310 (Highway, Street, and Bridge Construction) with a size standard of $45M. This opportunity is a Total Small Business Set-Aside.
Submission & Evaluation
Questions are due no later than May 6, 2026, at 9:00 a.m. Central Time. Quotes are due by June 3, 2026, at 9:00 a.m. Central Time. All questions and quotes shall be submitted via email to Janice King (Janice.king@usda.gov) and Lucas Dahlman (lucas.dahlman@usda.gov). The offer acceptance period is 90 calendar days from the quote due date. Quotes will be evaluated based on technical approach and understanding of the project, and price. Award will be made to the offeror representing the best value to the Government, with no tradeoffs conducted.
Site Visit & Important Notes
A site visit is scheduled for April 28, 2026, at 10:00 a.m. Central Time. Full details and contact information are available in the solicitation. A bid bond/offer guarantee (20% of quote, not to exceed $3 million) is required. Performance and Payment Bonds are required if the award exceeds $35,000 or $150,000, respectively. Funds are not presently available, and no award will be made until funds are available. Bidders must adhere to the Davis-Bacon Act Wage Determination (NE20260030) for prevailing wage rates. Cultural resource compliance has been completed for the project area.
