Statement of Work (SOW) / Performance Work Statement (PWS)

To define the effort required to perform janitorial services at the U.S. Fish and Wildlife Service (USFWS), Horicon National Wildlife Refuge (NWR) for the main office building, visitor center, maintenance shop bathroom, and Refuge Auto Tour outdoor restrooms.

• Locations: Services are required at the Main Office/Visitor Center (approx. 9,000 sq ft), Maintenance Shop (60 sq ft bathroom), and Refuge Auto Tour outdoor restrooms (approx. 130 sq ft concrete pit toilets).

• Tasks: Includes vacuuming carpets and non-carpeted floors, sweeping, mopping, cleaning and sanitizing bathrooms (toilets, urinals, sinks, counters, dividers, handrails, walls, mirrors), cleaning kitchen sinks and surfaces, emptying trash and recycling, cleaning windows, doors, and surfaces, and cleaning water fountains.

• Specifics: Contractor is responsible for replacing toilet paper, paper towels, trash liners, and soap in dispensers. Contractor shall not clean showers. Trash and recycling disposal is to be as directed by Refuge staff.

• General appearance of cleanliness, free of litter, dust, dirt, stains, grime, soap scum, mold, and smudges.

• Floors to be slip-resistant, free of marks, skipped areas, streaks, and mop strands.

• Restrooms to be clean and odor-free.

• Windows and doors to be streak-free.

• Trash receptacles to be free of spillage, dust, debris, and residue, with clean liners.

• Period: Base period March 1, 2026 – February 28, 2027, with four potential option years through February 28, 2031.

• Frequency: Varies by location and season (e.g., every other week for Main Office, weekly for Visitor Center bathrooms, alternating weekly for Visitor Center main areas, every other week for Maintenance Shop, weekly/every other week for Auto Tour depending on season).

• Work Schedule: Monday through Friday, 7:30 a.m. – 4:00 p.m., excluding Federal holidays. Government will notify of special events requiring alternate timing.

• Invoicing: Monthly via Internet Payment Platform (IPP) and email to COR.

• Government Furnished Items: Liquid hand soap, toilet paper, sanitary receptacle liners, consumable paper products, and plastic trash/recycle bags. Government may supply cleaning supplies/equipment upon request.

• Contractor Furnished Items: All labor, cleaning tools, and materials. Contractor may request Government supply some/all supplies and equipment.

• Quality Assurance: Contractor must develop and maintain a quality program.
