Offerors must be active in WBSCM with required bidder roles and registered in SAM. Small business concerns proposing products not manufactured by them must submit a supplier agreement.
• Subcontractor Responsibility: Prospective contractors may be required to provide written evidence of a proposed subcontractor's responsibility, including Plant Sanitation and Food Defense surveys.
• New Vendors: A probationary period may be implemented for new-to-USDA contractors, limiting awards to 10 truckloads per product.
