This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotes (RFQ) for herbicide application services. The government is procuring these services to manage vegetation at various locations at Wilson Lake.

• Provide herbicide application services.

• Comply with all Federal, state, and local laws, ordinances, statutes, and regulations.

• Services are defined in the Performance Work Statement (PWS) dated February 09, 2026.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base year (FY26) from April 1, 2026, to September 30, 2026. Includes option years for FY27 through FY30.

• Offers must be valid for at least 90 days from the offer due date.

• Evaluation Factors: Price, Relative Experience, and Past Performance. Combined non-price factors are considered more important than price.

• Proposal Submission Requirements: Include completed SF 1449 (Blocks 17a, 17b, 30a, 30b, 30c), Section B (pricing for all CLINs), Attachment 2 (Contractor Cover Sheet), Attachment 3 (Related Experience Form), and Attachment 4 (Past Performance Form).

• This acquisition is a SMALL BUSINESS SET-ASIDE.

• North American Industry Classification System (NAICS) Code: 561730 "Landscaping Services".

• Business Size Standard: $9,500,000.00.

• Prospective awardee must be registered and active in System for Award Management (SAM.gov).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for herbicide application services at Wilson Lake, Kansas, for the period of 2026-2030.

• The contractor shall provide herbicide application services to various locations at Wilson Lake as defined in this PWS.

• Compliance with all Federal, state, and local laws, ordinances, statutes, and regulations pertaining to the services is required.

• The contractor is responsible for selecting appropriate chemicals based on location, public proximity, environmental concerns, target species, and best commercial practices. MSDS sheets and product labels must be provided for all chemicals used.

• Biodegradable dye will be used as a marker for even applications.

• Aerial spraying is not permitted.

• Services are to be performed annually between April 1st and September 30th.

• Work hours are between 7 a.m. and 8 p.m., excluding Saturdays, Sundays, and holidays, unless specifically waived.

• Specific application sites are detailed across multiple areas including Administration Area & Dam, Sylvan Park, Lucas Park, and Minooka Park, with detailed lists and maps provided.

• A minimum of 99% vegetation control is guaranteed for all serviced areas during the growing season (April-September).

• If control falls below 99%, the contractor is responsible for re-treatment at no additional cost.

• At least one Quality Control visit per month is required to ensure desired results.

• Payment is contingent upon achieving the specified level of control.

• Monthly herbicide treatment is to be conducted between the 1st and 15th of each month.

• Monthly Quality Control visits are to be conducted between the 15th and 30th of each month.

• Work will not be performed during winds exceeding 10 mph in developed areas or 15 mph in undeveloped areas, or during wet weather that could affect application.

• A neat, even kill of target species is required, with an approximate 1-foot vegetation-free border around hard-surfaced facilities.

• Contractor personnel must have valid driver licenses and present a clean, recognizable appearance.

• Proper safety equipment (eye protection, hearing protection, head protection, work boots) must be utilized.

• All personnel shall be fully clothed while performing services.

• Contractor personnel shall utilize tact, diplomacy, and courtesy.

• A Quality Assurance Surveillance Plan (QASP) will be used by the Government.

• The contractor shall designate a quality control representative for each work crew.

• The contractor is responsible for any damage to project features or facilities.

• In the event of unsatisfactory performance, services may be required to be re-performed at no additional cost.

• The contractor shall provide and maintain insurance at minimum amounts specified.

• Contractor vehicles must be equipped with 4-way flashers and turn signals.

• Any injury, property damage, equipment malfunction, or safety hazard must be immediately reported.

• Spill kits must be available on all vehicles, and employees trained in their use.

• Contractor is responsible for any damage to non-target species.

• A herbicide application report form must be completed after each application.

• Contractor personnel applying herbicide must be appropriately trained and licensed.

• Site visits are highly recommended prior to submitting a bid.
