This is a competitive Invitation for Bid (IFB) for a small business set-aside acquisition. The government requires the performance of work described in the solicitation documents. Offerors are required to submit a completed Section K and the Indian Affairs Indian Economic Enterprise Representation Form.

• Period of Performance: Ninety (90) calendar days after issuance of the Notice to Proceed (NTP).

• Proposal Acceptance Period: Proposals shall be valid for 90 days.

• Sealed offers, in original and one copy, are due by 05/22/2026 at 1700 hours local time.

• Offers will be publicly opened at that time.

• Sealed envelopes must be marked with the offeror's name and address, solicitation number, and offer due date.

• Award will be made to the qualified contractor with the lowest total evaluated price.

• This is a competitive ISBEE (Indian Small Business Enterprise) set-aside acquisition.

• All responsible ISBEES may submit a proposal.

• The NTP will be issued within 10 calendar days of the approval of the required payment protection.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing, disrepaired generator for Wind River Agency OJS Buildings 1328 & 1329, located at Fort Washakie, Wyoming, to ensure continuous backup power for emergency services and dispatch equipment.

• Removal and disposal of the existing natural gas generator.

• Assessment and potential replacement or expansion of the existing concrete pad.

• Purchase and installation of a new natural gas generator, including necessary cabling and switch rack configuration.

• Modification/retrofit of existing electrical wiring, connections, and natural gas lines to provide backup power to both buildings.

• Ensuring the new generator and equipment fit within the existing generator location.

• Compatibility verification with existing, non-replaced generator system components.

• Proper storage and disposal of all project waste and debris, adhering to federal, state, and local regulations.

• The new generator must meet or exceed minimum specified requirements.

• Installation must comply with manufacturer's recommendations and industry standards.

• The system must be tested to ensure no gas leakage and proper operation during power outages.

• All controls, functions, and settings must work as designed.

• Training to be provided to Facilities staff on basic maintenance, schedule, and operation.

• Project Location: Wind River Agency, OJS Buildings 1328 & 1329, Fort Washakie, WY.

• Estimated Start Date: June 1, 2026.

• Period of Performance (POP): Ninety (90) calendar days after Notice to Proceed (NTP).

• Work Hours: Monday through Friday, 8:00 am - 4:30 pm, unless weekend work is approved.

• Government quarters may be occupied during the contract period.

• Contractor must notify the Contracting Officer before any power shutdown.

• All electrical work must be performed by skilled craftsmen.

• Work must conform to the National Electric Code (NEC), NFPA® 110 Standard for Emergency and Standby Power Systems, and applicable state/local codes.

• Contractor must submit product information for approval before commencing installation.

• Deliverables include completed warranty documentation, owner's manuals, a 1-year minimum installation warranty, and a 3-year minimum equipment warranty.
