Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Army Contracting Command-Redstone, in support of the U.S. Army Test, Measurement, and Diagnostic Equipment Activity (USATA), is conducting market research through this Request for Information (RFI) to identify potential sources for the brand name purchase of two (2) Wind Tunnels. These wind tunnels will provide OCONUS support to customers owning wind speed measuring devices, aiming to reduce turnaround times for industrial hygiene and chemical testing facilities. Responses are due by June 25, 2026, at 2:00 PM Eastern Time.
Scope of Work
The required wind tunnels must generate air speeds from 1.5 to 50 m/s, with measuring equipment uncertainty less than or equal to 0.75% of reading. The test chamber cross-sectional dimensions should be between 4x4 inches (minimum) and 12x12 inches (maximum), producing turbulence intensity less than or equal to 1%. Maximum assembled dimensions are 10 x 3 x 6 feet (LWH), capable of fitting through a standard 32-inch door. Designs over 45 kg must include a frame with casters. The motor shall not exceed 90 dB at 50 m/s and be powered by a 220V 16A single-phase line. An open circuit design is preferred if a closed-circuit option is not within budget.
Support and Accessories:
- Shipping to TMDE Support Center (TSC) Kaiserslautern, Germany, and TSC Camp Carroll, South Korea.
- Organic calibration support for measuring equipment, including necessary procedures/software.
- Software must not require annual subscriptions or online connections; if licenses are not transferable, a computer must be provided.
- Operating software must report standard and actual wind speed, correct for pressure/temperature, and export test run data.
