Submission & Evaluation

• Proposal Due Date: May 6, 2026, at 10:00 AM.
• Submission: Electronic submission of quotes is available through SAM.gov. A signed and completed solicitation, along with the completed amendment (15. A, 15. B, and 15. C), must be submitted via email to ALENA.CARSON@dla.mil to be deemed responsive.
• Required Information: Contractors must provide their info, CAGE code, POC, quote, manufacturer's details (name, address, country), lead time/delivery date, and check applicable boxes for FAR clauses 52.204-24 (d)(1) and (2) and 52.209-11 (b)(1) and (2). Page 1, box 28 must be read, and boxes 30 a, b, and c signed.
• Evaluation Factors: Technical, Past Performance (using SPRS and internal sources), and Price. Technical and past performance combined are more important than price.

Key Requirements & Notes

• NIST SP 800-171: Required for contractors unless items are Commercial Off The Shelf (COTS) and identified as such to the contracting officer. A current assessment (not more than 3 years old) is needed per DFARS 252.204-7019.
• Base Access: Contractors require a Defense Biometric Identification System (DBIDS) credential for base access; NCACS cards are no longer accepted.
• Invoicing: Invoices must be submitted electronically via Wide Area Work Flow (WAWF).
• Marking and Packaging: Requirements include ASTM-D-3951 and specific markings for shipments.
• Unique Item Identification (IUID): Required for items with a unit acquisition cost of $5,000 or more. Wire Rope items are listed as exempt by Military Service, but suppliers should check the IUID exemption box in WAWF.
