Scope of Work
The contractor will provide a greenfield deployment for both CSfC and NIPR wireless capabilities, delivering an NSA-compliant wireless network solution nested within the USSOCOM Enterprise CSfC wireless architecture. The deployed WLAN will serve as the primary source of work, requiring continuous, high-density, high-capacity sustainment. Physical deployment is limited to the Western portion of the facility (approx. 60% of ground floor, 40% of second floor), excluding SCIF or Top Secret East side areas. The contractor is responsible for all labor, supervision, management, materials, tools, transportation, equipment, cabling, testing equipment, penetrations, mounting hardware, and incidental services.
Phased Execution (CLINs)
Work will be executed in phased increments:
- CLIN 0001 – Study and Design (FFP): Includes pre-onsite assessments, wireless site surveys, infrastructure evaluation, cybersecurity assessment, High-Level Design (HLD) and Low-Level Design (LLD) documentation, and wireless heat maps.
- CLIN 0002 – Equipment Procurement and Installation (NTE FFP): Covers procurement of non-Government Furnished Equipment (GFE), a 1-year warranty, necessary penetrations, mounting hardware, and installation, configuration, integration, and validation of all WLAN components.
- CLIN 0003 – Testing and Validation (NTE FFP): Involves end-to-end connectivity, RF coverage, interference, redundancy, configuration, STIG compliance, security checklist verification, and CSfC WLAN implementation validation.
- CLIN 0004 – Final Documentation (NSP): Requires updated wireless heat maps, as-built drawings, equipment inventories, configuration backups, testing reports, network integration diagrams, and a Site Wireless Security Operating Plan (SOP).

Key Requirements & Standards

Cloud-managed WLAN architecture is not permitted. Contractors must be on the NSA CSfC approved trusted list. Personnel require active Secret clearances at the time of award, and TS clearance for configuration tasks. A DD254 is required.
