Wireless Services and Devices in Support of NEFCPAC (Guam)

This solicitation seeks proposals for wireless services and devices to support the Naval Expeditionary Forces Command Pacific (NEFCPAC) in Guam. The government is procuring smart cellular phones, associated wireless services, and data Wi-Fi devices.

• Smart Cellular Phones: 40 new phones with a 6-inch display, minimum 128 GB storage, and a 48MP camera. Phones must support Navy Flank Speed installation.

• Wireless Services: All-inclusive plans for 40 phones, including at least 30GB of high-speed LTE data, unlimited local voice/SMS/texting, and unlimited US and international roaming data and voice. Services must cover specified countries and include features like local number portability and emergency 911.

• Data Wi-Fi Devices: Four (4) devices with at least 100GB of HSPA data, capable of connecting up to 10 users per device. Services must cover specified countries.

• Contract Type: Firm Fixed Price.

• Period of Performance: Base Year (Feb 1, 2026 - Jan 31, 2027) plus four option years (Feb 1, 2027 - Jan 31, 2031).

• Option to Extend Services: Clause 52.217-8 allows for an extension of services up to 6 months.

• Option to Extend Term: Clause 52.217-9 allows for extension of the contract term, with a total duration not to exceed 66 months.

• Offer Due Date: January 23, 2026, at 09:00 AM local time.

• Evaluation Criteria: Award will be based on price only, to the responsible offeror whose offer conforms to the solicitation and represents the best value to the government.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-3, and 52.212-4 by reference.
