- Comprehensive Transition Plan: A plan demonstrating the ability to transition all lines of service before the Period of Performance (PoP) start date of August 1, 2026.
- Section 889 Compliance: Full compliance with Section 889 of the National Defense Authorization Act for Fiscal Year 2019, prohibiting certain telecommunications and video surveillance equipment.
