Scope of Work
The contractor will provide personnel, technical capability, and supervision for wiring harness support services at or near USCG ALC in Elizabeth City, NC. Services include disassembly, inspection, manufacture, repair, overhaul, testing, installation, and modification of electrical wiring harnesses and components for aircraft and ground support equipment. The government will provide facilities, equipment, tools, and consumable/repairable electrical components. Key personnel include Production Controllers, Mechanic I & II, Workers, Helpers, and Material Handlers.

Offerors must demonstrate technical knowledge and experience with wiring harness support services, including specific examples, methodology, and understanding of SOW requirements. Evaluation criteria include Technical Experience, Management Approach, Past Performance, and Price, with Technical and Past Performance combined approximately equal to cost. Resumes are not required for the solicitation but will be needed for key personnel replacements. Offerors must consider the Collective Bargaining Agreement (CBA) and the Memorandum of Agreement (MOA) for the Mechanic II position, with CBA rates effective 8/6/2026. Unplanned closure hours (32 hours) will be funded separately on a new CLIN.
