Statement of Work (SOW) / Performance Work Statement (PWS)

To provide monthly preventative maintenance (PM), repair services, and inspections of laundry & garbage chute systems, and annual smoke & fire barriers, and smoke & fire doors for the Batavia and Buffalo VA Medical Centers.

• Monthly Inspections: Laundry & garbage chute systems.

• Annual Inspections: Smoke & fire barriers, and smoke & fire doors.

• Repair Services: Emergency repairs for all covered systems within 2 hours of notification (24/7/365). Labor for minor chute system repairs is included; parts are provided by the VA. Repairs for barriers and doors require separate quotes for labor only.

• Locations: Batavia VA Medical Center (VAMC) and Buffalo VA Medical Center.

• Compliance with latest editions of NFPA (80, 82, 101, 105) and OSHA standards.

• Inspections and testing must be documented and reported to the Contracting Officers Representative (COR).

• Repairs for chute systems must be completed within five (5) business days of parts arrival.

• Contract period: 12-month base period plus four option years.

• Services to be performed at Batavia VAMC and Buffalo VA Medical Center.

• Contractor Qualifications: Minimum two (2) years of field experience, OSHA 10-hour construction safety training.

• Safety: Adherence to all safety regulations; work areas must be clean daily.

• Work Schedule: Primarily during business hours (7:00 AM - 4:30 PM, Mon-Fri), with advance scheduling. Federal holidays are excluded unless otherwise directed.

• Emergency Services: 24/7/365 availability for emergency repairs.

• Access: Contractor requires free access to all equipment, rooms, and areas.

• Identification: Contractor employees must wear PIV cards.

• Key Control: Strict procedures for managing government-issued keys/key cards.

Sources Sought Notice

This Sources Sought Notice is issued by VISN 2 Contracting Office to gather market information regarding the installation of preventative maintenance (PM), repair services, and inspections for laundry & garbage chute systems, annual smoke & fire barriers, and smoke & fire doors at the Batavia Veterans Affairs Medical Center and Buffalo VA Medical Center. The VA anticipates this requirement will be needed starting around July 2026.
