Sources Sought

This Sources Sought notice is for market research purposes and is set aside for Indian Economic Enterprise (IEE) and Indian Small Business Economic Enterprise (ISBEE). It is NOT a solicitation for proposals. The objective is to gather information regarding monthly license and support for a software program for inventory management at the Woodrow Wilson Keeble Memorial Health Care Center IHS in Sisseton, South Dakota.

• Provide license and support for inventory management software.

• Install the licensed software within 10 business days of contract award.

• Provide online webinar training for the licensee and staff at no additional charge.

• Ensure the licensed software performs as warranted upon installation.

• Deliver standard or custom reports upon request or via dashboard for monthly usage monitoring, including Claims Submissions, Claims Status Checks, Eligibility Checks, and Insurance Searches.

• Maintain records of confidentiality in accordance with HIPAA, Privacy Act of 1974, and other Federal regulations.

• Adhere to official coding and billing rules as published by AHA and CMS.

• Period of Performance: 07/01/2026 - 06/30/2027

• Payment will be made via purchase order through the Invoice Processing Platform (IPP).

• Responses are for information and planning purposes only and will not be considered adequate responses to a solicitation.

• Set aside for Indian Economic Enterprise (IEE) and Indian Small Business Economic Enterprise (ISBEE).

• Late responses and responses from sources other than IEE, ISBEE will not be accepted.

• This notice does not obligate the Government to award a contract or pay for information submitted.

• The Government may use the information to develop a future solicitation.

This document is the Indian Health Service (IHS) Buy Indian Act Indian Economic Enterprise Representation Form. It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise" as required by the Buy Indian Act. This form is to be submitted in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation.

• Eligibility Criteria: Offerors must certify that their enterprise meets the definition of an "Indian Economic Enterprise" throughout the offer period, contract award, and the full contract performance period.
• Notification Requirement: Contractors must immediately notify the Contracting Officer in writing if they no longer meet eligibility requirements at any point during the contract performance period.
• Documentation: Contracting Officers may require documentation of eligibility before awarding contracts under the Buy Indian Act.
• Registration: Successful Offerors must be registered with the System of Award Management (SAM).
• Penalties: False or misleading information submitted is a violation of law, punishable under 18 U.S.C. 1001, and false claims are subject to penalties under 31 U.S.C. 3729-3731 and 18 U.S.C. 287.
• Representation Section: Requires the offeror to check a box indicating whether they do or do not meet the definition of an "Indian Economic Enterprise" with "Indian Ownership."
• Required Fields: Name of Federally Recognized Tribal Entity, Name of the 51% owner of IEE Firm, Business Name, DUNS Number, Certifying Signature, and Print Name.

This form is critical for any bidder seeking to participate in opportunities designated for or requiring compliance with the Buy Indian Act. Bidders must accurately complete this form to self-certify their eligibility. Failure to meet the criteria or accurately represent the enterprise's status can lead to disqualification or penalties. It also highlights the need for SAM registration and potential documentation requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide monthly license and support for a software program for inventory management control for the Woodrow W. Keeble Memorial Health Care Center Indian Health Service.

• Provide license and support for inventory management software.
• Install the Licensed Software within 10 business days of the contract award.
• Provide four (4) hours of training via webinar online for licensee and staff at no additional charge.
• Upon installation, the licensee shall inspect and test the software's capabilities.

• Contractor must possess the necessary knowledge and skills.
• Contractor must maintain satisfactory standards of conduct, competence, appearance, and integrity.
• Invoices must be submitted monthly via the electronic invoicing system called IPP (Invoice Processing Platform).
• The Contracting Officer's Representative (COR) is responsible for monitoring technical progress, interpreting the SOW, performing technical evaluations and inspections, and assisting with problem resolution.
• Only the Contracting Officer has the authority to bind the Government or modify the contract terms.
