Scope of Requirement

DoWEA, responsible for pre-kindergarten through 12th-grade educational programs for the Department of War, seeks a solution for its high schools. The scope is limited to approximately 40 DoWEA high schools across the Americas, Europe, and Pacific regions, serving an estimated 12,727 high school students (SY 2026–2027 projections). The anticipated period of performance for a potential future contract is September 15, 2026, through September 14, 2031. The course aims to provide foundational work ethics, applicable across career paths, and support postsecondary career pathway decisions.

Key Information Requested from Industry

Respondents should provide details on:

  • Course Content & Learning Objectives: How the COTS course delivers a work-ethic-focused curriculum, emphasizes proactive work ethic, balances character development with career pathway exposure, and its core instructional framework, including industry-recognized certifications.
  • Assessments & Student Certification: Formative and summative assessments, student value acknowledgments, and criteria for any industry-recognized certificates.
  • Instructor Resources & Support: Materials for systemwide implementation, alignment with instructional pillars, engagement tools, and guidance for administering assessments/certifications for approximately 108 current instructors and 132 future instructors.
  • Professional Learning & Instructor Preparation: Virtual professional learning approaches, integration with digital platforms, training support for instructors and 7 CTE specialists.
  • Technical Support & Digital Delivery: Technical support services, response times, and support for system access, setup, troubleshooting, and updates.
  • Security, Compliance, & Accessibility: Compliance with Federal security requirements (e.g., FedRAMP Level 2), freedom from bias, and Section 508 accessibility.
  • Data Rights & Intellectual Property: Management and protection of data, confirmation of Government property for data developed, and digital rights for embedded materials.

Response Requirements

Interested parties must submit responses in Microsoft Word, PDF, or a compatible electronic format. Submissions should include company name, address, CAGE code, NAICS codes, business type, point of contact, description of subcontracting possibilities, organizational capability, a link to standards used, an approach to addressing DoWEA's needs, and recommendations for improving the Government's work statement. Responses, excluding pricing, are limited to a maximum of 20 pages.
