Scope of Interest
DoWEA seeks a virtual, 1/2-credit course for grades 9-12, deliverable as fully asynchronous, teacher-facilitated blended, or flexible models. The course should emphasize work ethics as a primary life/job skill, present skilled trades as viable career paths, and offer industry-recognized certificates of completion. The RFI targets an estimated 12,727 high school students and approximately 108 current instructors, with 132 instructors and 7 CTE specialists anticipated for training. The anticipated period of performance for a future contract is September 15, 2026, through September 14, 2031.
Key Information Requested
Respondents should detail their COTS solution regarding:
- Course Content & Learning Objectives: How it delivers work-ethic-focused curriculum, balances character development with career pathway exposure, and its core instructional framework. Specific work ethics and skilled trades presented, and ability to deliver effectively to small student populations (18-100 students) in virtual settings.
- Assessments & Certification: Formative/summative assessments, student value acknowledgments, and criteria for industry-recognized or vendor-issued certificates.
- Instructor Resources & Support: Materials for systemwide implementation, alignment with instructional pillars, engagement tools, and guidance for administering assessments/certifications. DoWEA desires edit rights to instructor resources.
- Professional Learning & Instructor Preparation: Virtual professional learning approaches (synchronous virtual preferred), integration with digital platforms, and training support for instructors and CTE specialists.
- Technical Support & Digital Delivery: Technical support services, response times, and support for system access, setup, troubleshooting, and updates.
- Security, Compliance, & Accessibility: Compliance with Federal security requirements (e.g., FedRAMP Moderate or equivalency; SOC 2 Type II alone is insufficient), freedom from bias, and Section 508 accessibility (VPAT may be requested).
- Data Rights & Intellectual Property: Management and protection of data, confirmation of Government property for data developed, and digital rights for embedded materials.
- Integration: Contractor must support integration with DoWEA's existing enterprise systems (LMS, SIS, identity provider, SSO). DoWEA uses its own LMS and has sufficient bandwidth.
Response Requirements
Submissions should be in Microsoft Word, PDF, or compatible electronic format, limited to a maximum of 20 pages (excluding pricing). Include company details (name, address, CAGE, NAICS, business type), point of contact, subcontracting possibilities, organizational capability, link to standards, and approach to DoWEA's needs. Recommendations for improving the Government's work statement are also welcome.
