Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a contractor to provide qualified personnel to support the Technical, Engineering, Management, Programmatic, Logistics, and Education (TEMPLE) requirements at the Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF).

The contract will be a single award, firm-fixed-price type, with a one-year base period and four one-year option periods, totaling five years. The services required include support for:

• Code 135: Non-Destructive Testing (NDT) Division

• Code 200: Engineering and Planning Department (Material Planning)

• Code 700: Lifting and Handling Department (Crane Operations)

• Code 2300: Nuclear Planning and Engineering Department (Nuclear Propulsion Plants, Overhaul, Maintenance, Conversion, Testing, Quality Control, Radiological Engineering)

• The contractor is responsible for all labor, management, supervision, quality control, safety management, materials, equipment, and transportation.

• Government-furnished property will be managed per FAR 52.245-1.

• Contractor personnel must possess a facility security clearance at the secret level.

• Work must comply with PWS, Technical Work Documents (TWDs), and Task Group Instructions (TGIs).

• Compliance with Safety and Health practices (Appendix I) and environmental guidelines (Appendix II) is required.

• All applicable Federal, State, Country, City, and local statutes and regulations must be followed.

• Monthly contract status reports are required, detailing cost projections, staffing, and concerns.

• Bi-weekly personnel timesheets and performance comment cards are required.

• The primary place of performance is Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility, JBPPH.

• Performance may also be required at the PHNSY & IMF Detachment Guam.

• Work locations include Controlled Industrial Area (CIA), Fleet Maintenance Submarine (FMB), and Fleet Maintenance Surface craft (FMR).

• The contract period is a base year plus four option years, with specific shutdown dates for holidays.

• Security: Restricted to US citizens/nationals. Access to classified information requires a Secret facility clearance (DD Form 254). Specific areas may be prohibited for contractor personnel.

• Personnel Qualifications: Contractors must employ technically qualified personnel. Specific qualifications are detailed for each code/division (e.g., NDT, Engineering, Nuclear Engineering).

• Training: PHNSY & IMF provides some training; contractor is responsible for other required training (e.g., Confined Space Safety, Negative Pressure Respirator) prior to arrival.

• Equipment: Government-furnished equipment and information will be provided. Contractor must return all GFE upon completion.

• Personal Protective Equipment (PPE): Specific requirements for hard hats, eye protection, safety toe shoes, and respirators are detailed.

• Parking: Designated parking areas are specified; vehicles outside these areas are subject to removal at owner's expense.

• Confined Spaces: If applicable, contractor employees must be trained in confined space entry procedures and the PHNSY confined/enclosed space program.

• Gas Free Engineering: Option for Navy-provided competent person/gas-free services is available.
