Quick Summary
The Department of Homeland Security (DHS), Office of Health Security (OHS), is conducting market research through this Request for Information (RFI) for a planned Working Animal Readiness & Response (WARR) Training requirement. This RFI aims to gather industry feedback on providing standardized, high-quality first aid and advanced medical response training for DHS personnel handling working canines and equines. Responses are due by June 4, 2026, 5:00 PM ET.
Scope of Work
The WARR Training requirement seeks to equip canine handlers, equine riders, and Emergency Medical Services (EMS) providers with skills to recognize and manage medical emergencies, perform life-saving interventions, and stabilize/transport injured working animals. The training will support critical homeland security missions across multiple DHS Components, including U.S. Customs and Border Protection, U.S. Border Patrol, and Transportation Security Administration.
Anticipated scale, for planning purposes, includes approximately 3,000 working canines and 350 working horses, with an estimated annual training requirement of 40-50 canine-focused courses (approx. 500 seats) and up to 10 equine-focused courses (approx. 100 seats).
The Draft Performance Work Statement (PWS) outlines the need to design, develop, deliver, and provide feedback on a standardized WARR program covering anatomy, behavior, handling, safety, first aid, and advanced care. Training is expected to be delivered through in-person and hybrid modalities, including hands-on practical skills sessions, with ongoing curriculum review and updates.
