Performer responsibilities include providing up to eight (8) aircraft (e.g., Zero fighters, Kate Torpedo Bombers, Val Dive Bombers), all necessary personnel, equipment, and materials, performing a minimum of one 10-15 minute show daily, and coordinating all media through Offutt Public Affairs. Performers must also provide required FAA certifications and insurance documentation (DD Form 2400, 2401, 2402).

Government responsibilities include providing aviation fuel (up to 1400 gallons), smoke oil, hangar space (non-interference), aircraft security, crowd control, up to 21 hotel rooms, 8 automobiles, specialized vehicles for the Bomb Squad, and one meal per performer on event days.

Evaluation

The Government intends to award a sole source contract to Commemorative Air Force (Tora Tora Tora) as the only responsible source capable of meeting the unique requirements, specifically their act utilizing eight replica Japanese aircraft, realistic pyrotechnics, and historical narration, with certified personnel.

However, entities submitting alternative solutions will be considered responsible if their solution meets the Government's Statement of Work. In the event adequate price competition is obtained, a written contract will be awarded to the lowest total evaluated priced offer determined to be technically acceptable.
