Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for In-Transit Inspection Point (IIP) services for the Worldwide Warehouse Redistribution Services (WWRS) Program. The primary goal is to facilitate the transfer of excess serviceable support equipment and spare parts from approved Foreign Military Sales (FMS) countries to fulfill approved FMS and U.S. Government (USG) materiel requirements.

Key responsibilities include:

• Receipt and Inspection: Receiving shipments, visually inspecting materiel for serviceability (Federal Condition Code "A"), verifying against Redistribution Orders (RDOs), documenting inspections (Materiel Inspection Report - MIR), and photographing/video recording all materiel.

• Marking and Packaging: Cleaning materiel, removing foreign markings, packaging according to MIL-STD-2073-1E (Level A/B or higher), and marking shipments per MIL-STD-129R and MIL-STD-130N(1) (including IUID if applicable).

• Storage: Maintaining a secure, dry facility for serviceable and discrepant materiel awaiting decisions or consolidation.

• Onward Movement: Preparing DD forms (1387, 1348), coordinating with freight forwarders, and ensuring timely shipment to the buyer's designated freight forwarder.

• Disposal: Managing materiel disposal as instructed by the WWRS Program Management Office (PMO), in accordance with DoD Manual 4160.28-V3.

• Documentation: Uploading inspection reports, shipment data, and disposal information to AFSAC On-line (AOL).

• Liaison Support: Providing personnel to support the WWRS PMO at Wright-Patterson Air Force Base, Ohio, assisting with inventory management, data analysis, reporting, and communication.

• Turnaround Time: 90% of shipments turned around within two business days, remaining within four business days (excluding items held for PMO approval).

• Quality: 98% of shipments visually inspected for serviceability, seller markings removed, identity verified, and hazardous material handled correctly, with no customer complaints per quarter.

• Accuracy: 99% of shipments properly directed.

• Documentation: Discrepancy reports and digital media provided upon request at least 99.9% of the time.

• Period: Twelve-month base period with four 12-month option periods, totaling up to 60 months.

• Place: Contractor's facility/warehouse and on-site at the WWRS PMO at Wright-Patterson Air Force Base, Ohio.

• Certifications: Contractor must be certified with the equivalent of MIL-I-45208 Inspection Procedures or ISO 9000/9001/9002.

• Security: Personnel require a favorable NACI or equivalent investigation for access to government systems and facilities.

• IT Systems: Contractor must have compatible systems to interface with AOL and the WWRS Logistics system.

• Travel: CONUS and OCONUS travel may be required, adhering to Joint Travel Regulations (JTR) and FAR Part 31.
