Purpose & Context

The U.S. Government (USG) aims to identify responsible potential sources with the expertise, capabilities, and experience to meet the requirements. Information gathered will assist in developing the acquisition strategy, including determining if the effort can be competitive or a total small business set-aside. Foreign-owned, foreign-controlled companies, and foreign nationals are explicitly not allowed to participate.

Scope of Work

The required IIP services include:

  • Receipt and Inspection: Visually inspecting, verifying, and documenting materiel serviceability (Federal Condition Code "A") against Redistribution Orders (RDOs).
  • Processing: Sanitization, marking, and packaging according to MIL-STD-2073-1E (Level A/B or higher), MIL-STD-129R, and MIL-STD-130N(1).
  • Logistics: Secure storage, preparing documentation (DD forms 1387, 1348), coordinating with freight forwarders, and ensuring timely shipment to the buyer's designated freight forwarder.
  • Documentation & Liaison: Uploading inspection reports and shipment data to AFSAC On-line (AOL), and providing daily IIP liaison support at the WWRS Program Management Office (PMO) at Wright-Patterson Air Force Base (WPAFB), OH.
  • Disposal: Managing materiel disposal as instructed by the WWRS PMO.

Historically, the program processes approximately 54 shipments per month, with materiel values ranging from $1.2M to $3.9M.

Key Requirements & Eligibility

  • NAICS Code: 488991 (Packaging and Crating) with a $34M size standard.
  • Certifications: Contractors must be certified with MIL-I-45208 Inspection Procedures or ISO 9000/9001/9002.
