This is a combined synopsis/solicitation for commercial items to procure janitorial services for the White River National Forest Sopris Ranger District office in Carbondale, Colorado. The services will maintain the public-facing lobby, bathrooms, and office spaces to ensure a clean, sanitary, and acceptable condition for staff and visitors.

• Janitorial services for the Sopris Ranger District Office.

• Services include categories such as Once Weekly Janitorial Services, Twice Weekly Janitorial Services, and Semi-Annual Services.

• The contractor shall furnish all equipment, transportation, labor, supervision, and supplies (unless Government-furnished) necessary for janitorial tasks.

• Performance will be measured against standards outlined in Attachment 2 (Performance Work Statement) and Attachment 3 (Schedule of Items).

• Use of Bio-Based products is required.

• Anticipated contract type: Firm-fixed price.

• Period of Performance:

  • Base Year: Date of Award - February 28, 2027
  • Option Year 1: March 1, 2027 - February 29, 2028
  • Option Year 2: March 1, 2028 - February 28, 2029
  • Option Year 3: March 1, 2029 - February 28, 2030
  • Option Year 4: March 1, 2030 - February 28, 2031

• Total contract duration not to exceed five (5) years.

• Technical Proposal Requirements:

  • Past Performance: List of similar projects completed in the past three years (Attachment 4).
  • Technical Capability: Quality Control Plan, Personnel information (for HSPD-12 checks), and a detailed list of Bio-Based products.

• Price Proposal: Submit Attachment 3 - Schedule of Items.

• Evaluation Criteria: Offers will be evaluated to identify the most technically advantageous solution. Price will be evaluated for fairness and reasonableness, and past performance will be assessed as acceptable or neutral. Award will be made to the highest technically rated offeror whose price is fair and reasonable and whose past performance is acceptable or neutral. Award may not necessarily be made to the lowest-priced offeror.

• This acquisition is a Total Small Business Set-Aside.

• Applicable NAICS Code: 561720.

• Small business size standard: $22.0 Million.

• Offerors must have an active entity registration in the System for Award Management (SAM).

• A site visit is scheduled for Thursday, February 26, 2026, at 10:00 a.m. Interested parties must email Rebecca.l.schowalter@usda.gov by 10:00 a.m. on Wednesday, February 25, 2026, to be added to the visitor list.

• The solicitation incorporates provisions and clauses by reference; full text is available at www.acquisition.gov.

• Several FAR and AGAR clauses are incorporated, including those related to Buy American, Service Contract Labor Standards, DEI Compliance, and Personal Identity Verification.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for janitorial services at the Sopris Ranger Station, located in Carbondale, Colorado.

• Provide bi-weekly cleaning of approximately 6300 square feet of office space and six restrooms.

• Perform periodic scheduled services including carpet cleaning (twice annually), external window cleaning (twice annually), and internal window cleaning (four times annually).

• Tasks include dusting, cleaning of floors (sweeping, mopping, vacuuming), glass/mirror cleaning, sanitizing/disinfecting high-use surfaces, emptying trash/recycling, and spot cleaning.

• Specific areas to be cleaned include entrance/lobby, bathrooms, offices, conference rooms, wellness room, locker room, lab, kitchen, storage room, janitorial closet, drinking fountains, and sinks.

• Walls, baseboards, blinds, furniture, fixtures, mirrors, glass, and latrines are to be cleaned and disinfected.

• Trash and recycling are to be collected and disposed of in government-provided dumpsters.

• Floors are to be vacuumed bi-weekly and damp mopped as necessary.

• High cleaning surfaces above 70 inches are to be cleaned quarterly.

• Services are to be performed in accordance with the PWS standards.

• Acceptable Quality Levels (AQL) will be calculated to measure performance.

• Payment deductions may occur for non-performance.

• All cleaning tasks must remove residual and accumulated dirt.

• Products used must be bio-based and have minimal or no scent.

• Vacuum equipment must have a HEPA filtration system.

• Place of Performance: Sopris Ranger District, 620 Main Street, Carbondale, CO 81623.

• Contractor Hours: Janitorial services to be provided twice a week, Monday through Friday, after working hours (6 pm to 10 pm).

• Window washing and carpet cleaning to be scheduled on weekends or after hours, with COR approval.

• Period of Performance: Base Period (12 months) from Date of Award to 02/28/2027, with four (4) option periods of twelve (12) months each.

• Contractor must develop and maintain an effective Quality Control Program (QCP) and a Contractor Work Plan.

• Bio-hazard cleaning and disposal of bio-hazard materials must be performed by qualified and certified personnel.

• Contractor personnel require background checks.

• Contractor must use approved bio-based materials and provide a list of products used.

• Contractor must instruct employees in utility conservation practices.

• Keys and security access codes are Government Furnished Property and must be managed securely.

• Contractor must provide all transportation and related expenses.

• Contractor must designate a Project Manager and an alternate.

• Contractor personnel must be identified with I.D. badges or uniforms.

• Accidents must be reported within 24 hours to the COR.

• Contractor shall not clean or tamper with taxidermy displays in the visitor area.
